Renewable Energy Committee Meeting Review of 2008 Renewable Energy Program Plans October 9, 2007
CORE Program Changes • Stop accepting new rebate applications for three budget categories: – Private Less than Equal to 10 k. W – Private Greater than 10 k. W – Public (other than k-12 Schools) • Establish budget category (approximately $5 million) for new non-solar applications. • Accept new rebate applications for the Public Schools K-12, Sun. Lit and non-solar budget categories until rebate funds are fully committed. • Adopt new expected performance based buy-down for new wind applications starting January 1, 2008
CORE Program Changes (cont) • • Increase the number of training and technical workshops to 18 sessions Design proposed rebate structure and levels for 2009 -2012 IT system enhancements – permit greater access to program and market data (e. g project status tracking, completions, average installed costs) Marketing and outreach support to help transition to new rebate program, SREC/SACP model, and encourage non-solar participation
REC Program Changes • • Consolidate REC/SREC activities in a single program Improved tracking and reporting on progress towards SREC and REC requirements Establish metering, monitoring, reporting and verification protocols for all project size classes and resources Communications and marketing to highlight successful project development under the SREC Only model
CPC Program Changes • • • Assist with development of a CPC program rulemaking Complete new solicitation for clean power marketers Develop and implement process for annual verification of REC resources purchased by marketers to meet program demand Coordinate with other NJCEP programs to provide data and analysis on activity in the voluntary clean power markets. Increased marketing and communications outreach to encourage community partnerships and increased nonresidential participation
REDI Program Changes • • New initiative supporting rapid deployment of non-solar Class I renewable resources Competitive solicitation Start up grants and milestone based incentives Outreach and direct marketing communications to target market segments
