During the School we intended to finalize the Regulation on the procedure for issuing licenses and permits for the safe use of nuclear energy To ESTABLISH PROCEDURE for Ø NOTIFICATION - for the cases where it has been proven that the probability of occurrence of harmful health effects is insignificant, according to the criteria stipulated by law Ø REGISTRATION - for the cases where it has been proven that the probability of occurrence of harmful health effects is negligible Ø For the rest of the activities we are envisaging • LICENSES and PERMITS to be issued (country name) Page 2 IAEA Workshop on Drafting Regulations, 3 Nov-14 Nov 2014

Ø In terms of the application of graded approach, following the exercises and discussions it became obvious that it is important the division between notification, registration and licensing regime to be grounded and based not only of national experience Ø Our impression is that in respect especially of licensing new BSS is more prescriptive than IAEA standards for example the BSS enumerates the activities, which shall be under licensing regime (IAEA standards are more flexible and performance based) Republic of Bulgaria Page 4 IAEA School for Drafting Regulations, 10 -21 July 2017
