Background and Context Workforce identified as a key issue nationally and regionally: • • • Parliamentary review: Wales should be a great place to train and work West Wales Population Assessment: shrinking workforce with increased demand for care and support over the next 20 years RPB: workforce a cross-cutting priority Social Care Wales: partnerships to be engaged more closely in workforce issues on a regional footprint Funding for workforce planning and development: ü Social Care Wales Workforce Development Programme (SCWWDP) ü Facilitation Grant
A Regional Approach • • • Regional Workforce Programme Manager appointed into the RCU as operational workforce lead, meeting requirements of Social Care Wales Sue Darnbrook strategic national and regional lead for workforce (to April 2018) Programme Manager priorities: ü Co-produced regional workforce strategy ü Aligning workforce development activity with wider regional programme ü Supporting a regional approach to SCWWDP ü Managing delivery under the Facilitation Grant ü Raising the profile of workforce development and advising other regional work streams ü Progressing key projects including regional apprenticeship programme for social work and social care
Governance • Regional Workforce Strategy Group chaired by the strategic lead and comprising workforce and service leads • Workforce Engagement Group as a consultative forum including providers – currently under review with a view to absorbing it into a regional innovations forum • Partner Agreement being finalised to oversee regional coordination of SCWWDP
Regional Workforce Strategy • Scoping phase undertaken by Institute of Public Care (IPC) • Detailed workshops with workforce leads and HR colleagues to identify priorities • Three areas identified for initial focus Regional workforce planning data and analysis Regional Workforce development Regional Workforce Function
Regional Workforce Data Planning and Analysis • • Priority as effective data collection will underpin effective workforce planning Currently 4 principal data collection points (social care): ü ü • • STF data SCWWDP data Commissioned data Social Worker planning tool Variances in quality and consistency between counties Potential for consistent regional approach to data collection and analysis (and possibly a regional data function)
Regional Workforce Development: SCWWDP • 2018/19 SCWWDP co-produced regionally • Some resources retained at regional level to support workforce development in RPB priority areas (commissioning, mental health, IAA) • Further scope for regional approach in the future • Opportunities for more creative use of funding to support skills development and integrated delivery
Regional Workforce Function • Multi skilled teams operate locally and collaborate regionally • Scope for further collaborative working to increase efficiency and effectiveness
Regional Workforce Development: Facilitation Grant • • • Regional funding stream replacing the former Social Care in Partnership (SCi. P) funding Aimed at engagement, increasing awareness and service improvement Current projects: ü Action learning for dom care leaders ü Nutrition support for home carers ü Attract – Retain – Develop ü RISCA awareness & masterclasses
