UNITED NATIONS HIGH-LEVEL DIALOGUE ON MIGRATION AND DEVELOPMENT Held on October 3 -4, 2013 at the UN General Assembly. The Government of Costa Rica was represented by the Vice-Minister of the Interior and Police, Mr Freddy Mauricio Montero.

Second Dialogue On September 14 -15, 2006 representatives from United Nations Member States met at the United Nations General Assembly to discuss the topic of migration, with a special focus on the close link between migration and development. Seven years later, according to a resolution by the United Nations the General Assembly made a decision to organize a Second High-Level Dialogue on International Migration and Development.

The Experience of Costa Rica A national dialogue was organized, with support from experts on the topics of migration, development and human rights. The experts laid the groundwork – with input from UNDP, ILO, UNICEF (United Nations), the Inter-American Institute of Human Rights (IIDH) and IOM – for the discussion of best practices, advances, challenges and recommendations that the country shares with the international community.

The Proposal of Costa Rica In seeking additional resources for migration and development, Costa Rica proposes to the international community that innovative mechanisms be promoted to enable benefiting migrants and countries of destination, through the integration of common funds or through facilitating access to loans to meet the needs of migrants in vulnerable situations, or other means of financing cooperation. The proposals are included in a document named “Iniciativa de Costa Rica para el Diálogo de Alto Nivel” [An Initiative of Costa Rica for the High-Level Dialogue].
