Basics of Hand-Arm Vibration Most handheld power tools transmit vibration to the hands and arms. Over exposure to vibration can result in Hand. Arm Vibration Syndrome (HAVS). Each year, HAV accounts for approximately 3, 000 new claims for Industrial Injury Disability Benefit, the greatest number being in the construction industry. This has led to an incremental increase in insurance premiums. All tools have a Vibration Magnitude, which is measured in m/s 2 and must be monitored on a daily basis by an employer. Exposure Action Value (EAV: 2. 5 m/s 2): The level that can be worked to without any health surveillance in place.
