Reasons and issues for program: 1. Students arriving to SDMS well below grade level - EOG does not give a grade level 2. EC not doing reading intervention - concentrate on grade level intervention 3. Reading gap widens between school years (6 -8) 4. ESL can’t make up ground in limited times 5. Resources: people and materials - materials: on hand basal and chapter books, and media center leveled books - people: 3 teachers ( 1: full-time coordinate program 2: part-time, 2: part-time assistants

More emphasis on read aloud and word meanings.
