LEGAL BASIS RDC q Letter of Implementation No. 22 (31 December 1972) – RDC to coordinate the development planning & policy-making in the region q 1987 Philippine Constitution (Article X, Section 14) – to strengthen the autonomy of the units & to accelerate the economic & social growth & development of the units in the region. q Executive Order No. 325, S. 1996, Section 4 – Review & endorse national plans, programs & projects proposed for implementation in the region
LEGAL BASIS RDC Project Endorsement q RDC Resolution No. IV-A-07 -2015 – “Approving the RDC IV-A Guidelines on Project Endorsement Process” – Provided a copy to All RDC Members through Memorandum Ref. No. 3 -265 dated April 6, 2015

EVALUATION Criteria q supportiveness to the development plans (Regional or Local) & other existing national programs q inclusion in the Regional Development Investment Program (RDIP) q project feasibility (i. e. Technical, Financial, Economic, Environmental, Social & Institutional)
REQUIREMENTS Other Projects q Letter of Request - Requested action from RDC (i. e. endorsement, approval, confirmation) Recipient of the RDC Action Expected action from the recipient entity q Project Proposal, Project Profile, Pre- or Full Feasibility Study (data not older than 3 years) q Logical Framework q Electronic copies of the economic & financial analyses in traceable formula format q Endorsement of Local Development Council q Permits & clearances from concerned gov’t agencies q Location map
ENDORSEMENT PROCESS Project Proponent Timeline Submission of Project Documents RDC Secretariat Documentary Requirements: a. Project Proposal, Project Description, Pre-Feasibility Study or Feasibility Study Assessment of the completeness of documents b. Project Evaluation Forms Acknowledgement of receipt c. Endorsements from the Local Development Council d. EIS/ECC e. Location map f. ROW acquisition Complete? I. ODA/Major GOP (P 2. 5 billion and above) – 30 to 45 calendar days (4 to 6 weeks) upon receipt of complete project documents a II. PPP – 30 working days upon satisfactory compliance by concerned Agency/LGU with requirements of the Approving Body b III.
