RCRA Facility Lead Program ► Celco invited late 2005 to participate in the “Facility-Lead Corrective Action Program” with the US EPA and VA DEQ. RCRA Facility Lead Program ► To be selected to participate in the program a facility must meet most of the following factors: corrective action has started limited units and releases good enforcement record State approval financial and technical capability willingness to work with the Agency ► The facility commits to the requirements of the program which include among others: a workplan; a site investigation schedule; a data quality assurance plan; timeframes for achieving Environmental Indicators; proposed interim measures; a plan for public participation, and schedule for reporting. 3

RCRA Facility Lead Program ► Historical Milestones: Plant submitted a Description of Current Conditions (DOCC) report and a Community Relations Plan 10/06 EPA/VADEQ plant visits 10/05, 10/07 and 7/08 Variety of projects completed EPA/VADEQ response to DOCC 8/09 and planning session with EPA/VADEQ 10/09 ► Agreement on next phase activities: Additional data submittals – 4 Q’ 09 Site wide ground water sampling – 2010+ Initial New River sampling program – 2010+ 4
