World Telecommunication Standardization Assembly 2016 General issues of working methods (1/2) Revision of Resolution 1 on rules of procedure of the ITU-T [DRAFT] § Proposed updates of this Resolution are directed to provide more precise, clear text which does not allow a way for different interpretation of working methods and procedures. § To add section ‘Documentation of the Standardization Sector’ to allocate the place for description of main deliverables of Sector (like it exist in the ITU-R Resolution) § To modify some provision in regard of creation, developing, approving and deletion of the ITU-T texts to avoid any misinterpretation. Revision of Resolution 67 on ITU languages usage on an equal footing in ITU-T § To continue translation Recommendations ITU-T approved by AAP, check the translation quality and expenses, ask TSB to consider to extent twice pages number for translation § To continue cooperation between SCV, CCV and CWG-LANG with add noting section with reference on Resolutions of PP-14, WTDC and WRC about this issue § To consider creation of single ITU body on issues of terminology and all Union’s languages usage on an equal footing, managed by experts elected in WTSA and AR. World Telecommunication Standardization Assembly 2016 Further SG structure (2/2) Revision of Resolution 54 on regional groups: creation and assistance § To take into account the positive experience of the regional groups activity in the different SGs and at the same time in order to reduce costs for developing countries, it is proposed to consider the possibility of creating a joint regional groups with involving experts on different issues § Modify Resolution 54 to support the decision of the relevant regional organizations to transform the regional groups separately created in the SG 2, SG 3, SG 5 and SG 12 to a joint ITU-T regional group without changing their actual status § To welcome the extension of the ITU-T regional groups To. R through participation in other concerning SGs by changing this To. R during the relevant ITU-T Study Group meetings WSIS issues Revision of Resolution 75 on ITU-T role in implementing of WSIS outcomes § To update different sections with references on some outcomes of PP-14, WSIS+10, UN General Assembly § To take into account the 2030 Agenda for Sustainable Development in relevant provisions of this Resolutions § To add in instructs the Director of the Telecommunication Standardization Bureau section the proposal to take into account differences between countries with different socio-economic development levels and national conditions implementing the WSIS outcomes, taking into account the 2030 Agenda for Sustainable Development, under the ITU-T mandate 9

T and its enablers. § To add in resolves section and in the program 2 of Annex appropriate text for Io. T Testing Labs creation 10
World Telecommunication Standardization Assembly 2016 Resource management (1/3) New Resolution on protection of users/consumers of telecommunications services § Call to continue to develop relevant ITU-T Recommendations for solving issues of quality, security, billing, and other policy aspects and mechanisms that promote and provide protection of the consumers and the telecommunication / ICT service users rights § To invite SG 3 in cooperation with SG 2, SG 12 and SG 17, if any, to make further studies on issues related to consumer protection policies and telecommunication / ICT services users, including fair competition, billing , economic models, quality, building trust environment and ensure security of such services both in the traditional as well as in data networks Revision of Resolution 20 on allocation and management of international telecommunication NNAI resources § Additions are made given consideration to ENUM Protocol and instruction to the TSB Director regarding general principles of NNAI resource allocation in compliance with instruments of the Union 11
World Telecommunication Standardization Assembly 2016 Resource management (2/3) Revision of Resolution 29 on alternative calling procedures on international telecommunication networks § To instruct ITU-T SG-17 ITU-Т to proceed with further studies of arising issues associated with this Resolution including 4 G and next generation networks Revision of Resolution 61 on countering and combating misappropriation and misuse of international telecommunication numbering resources § To invite Member States to consider a possibility of developing instructive guidelines within their national legal framework and regulations to ensure delivery of unaltered CPN of the call originating subscriber, as the CPN was received from the network of another operator, as well as to ensure the right of telecommunications operators to impose restrictions on provision of traffic delivery services if in the course of inter-operation between telecommunications networks any violations of requirements set forth in the International Telecommunication Regulations and ITUT Recommendations are found 12
World Telecommunication Standardization Assembly 2016 Resource management (3/3) Revision of Resolution 65 on calling party number delivery, calling line identification and origin identification § To settle issues related to misappropriation and misuse of numbering resources it is proposed that relative inquiry should be made into issues arising with regard to calling line identification (CLID), Calling Number Delivery (CND) and origin identification (OI) Revision of Resolution 64 on IP address allocation, transition to/deployment of IPv 6 § To instructs the TSB Director, in close collaboration with the BDT Director to promote awareness of the importance of IPv 6 deployment solutions for Internet of things (Io. T) and the advantages of IPv 6 over the IPv 4, taking into account the need for a huge numbers of IP addresses for Io. T devices, with the aim of creating a distributed network consisting on heterogeneous devices § To invites MS and SM to ensure that newly deployed software also has IPv 6 capability, as appropriate, taking into consideration a necessary period for the transition from IPv 4 to IPv 6 13
World Telecommunication Standardization Assembly 2016 C&I and combat counterfeiting (1/2) New Resolution on combating counterfeit telecommunication/ICT devices § To cooperate with the BR and BDT to conduct studies as necessary in the regions, aimed at identifying key challenges and ways to combat counterfeit things, including usage of compliance evaluation systems § Use the tools and technology, standardized by ITU and other SDO to conduct a pilot project to create an universal system [base model] for combating counterfeit § To establish cooperation with WTO, WHO, WIPO etc. in this respect and involve external experts and associations, where appropriate § To invite SG 11 to study the issues related to the implementation of this pilot project § To invite SG 11 to determine identifiers used for combating counterfeit (e. g. application scope and the security level in terms of a possible duplication/cloning); determine technologies / products that should be tested for compliance with ITU-T Recommendations to assist in combating counterfeit of the telecommunication/ICT devices; develop identifier assessment and verification methods to use it for combating 14 counterfeit
World Telecommunication Standardization Assembly 2016 C&I and combat counterfeiting (2/2) New Resolution on assistance to Member States to combat and deter mobile device theft § ITU-T SGs under their mandates should study and propose solutions/ Recommendations to prevent theft of mobile devices and reduce its negative effects § SG 11, if necessary, should use the approaches used to combat counterfeiting for combating mobile device theft and also should coordinate the activities within ITU-T regarding this studies Revision of Resolution 76 on studies on C&I, assessment for developing countries § To reflect creation and activity of ITU-T Conformity Assessment Steering Committee (ITU-T CASC) § To instruct the study groups to provide appropriate information which could be subject of joint certification activity IEC/ITU and instructs the ITU-T CASC to collaborate with IEC and other certification bodies under the this activity 15
World Telecommunication Standardization Assembly 2016 New possible RCC proposals – under consideration (1/3) New Resolution on Interconnection of 4 G, 5 G/IMT-2020 networks and beyond [DRAFT] § SG 11 should develop ITU-T Recommendations which specify the framework and signalling architectures to be used for establishing interconnection among 4 G, 5 G/IMT-2020 and beyond networks to achieve interoperability worldwide testing methodology and specification, benchmarking and Internet measurements; § ITU-T SG 2 should develop ITU-T Recommendations which specify the ENUM architecture to be used for interconnection of 4 G, 5 G/IMT-2020 and beyond networks, including administrative control that could relate to the international telecommunication resources § to identify as soon as possible future ITU T Recommendations that need to be developed in terms of interconnection of 4 G, 5 G/IMT-2020 and beyond which should cover the following issues: numbering, roaming procedures, tariffs, policy issues, signaling, Qo. S/Qo. E, codecs, security and conformance and interoperability testing. 16
World Telecommunication Standardization Assembly 2016 New possible RCC proposals – under consideration (2/3) Proposal on ITU-T participation in periodic review and revision of the International Telecommunication Regulations [DRAFT] § to instruct the TSAG to consider suggestions of ITU-T SGs, concerning the International Telecommunication Regulations 2012 (2012 ITRs), prepared within the framework of their mandates; to submit for consideration by the Expert Group on the ITRs (EG-ITRs) recommendations of TSAG on the ITRs and to carry out further actions related to the ITRs, in accordance with the decisions of the ITU Plenipotentiary Conference 2018; § instructs the TSB Director together with the chairman of TSAG consult with the chairmen of SGs and determine the study groups responsible for reviewing articles 2012 ITRs, in accordance with their mandates and publish the distribution of responsibilities in a circular letter; on the basis of the recommendations of the TSAG formed taking into account the suggestions of the ITU-T SGs, to prepare and send to the EG-ITRs and to other working bodies (if there is the respective decision of the ITU PP 2018) suggestions relating to the ITRs; § invites Member-States and Sector Members to submit to the relevant ITU-T SGs, within their sphere of competence, and to the TSAG suggestions concerning the 2012 ITRs, taking into account new trends in telecommunications/ICT, issues and obstacles that may arise from the implementation of the 2012 ITRs, as well as suggestions for the resolving problems of the ITU Member States that prevented them to sign and/or join the 2012 ITRs. 17
World Telecommunication Standardization Assembly 2016 New possible RCC proposals – under consideration (3/3) New Resolution on Global Telephone Numbering Database [DRAFT] § § § To monitor actual numbering allocation at all nationals levels Main purpose – to strengthen the fight with numbering misuse, reduce the loss of operators To instruct SG 2 to develop the requirements for it To instruct TSB and Council to evaluate the resources to create and maintain Request national Administrations timely inform ITU about actual numbering allocations Proposal to study of economic impact of OTT services and developing Recommendation/Regulation of the latest generation of communication § In the realm of the developing technologies it is needed guidance and / or documents related to the management of the latest generation of communication to build effective and reasonably-favorable arrangements between operators and OTT providers § To study it within SG 3 ITU-T in collaboration with SG 1 ITU-D Proposal to study on review or create up-to-date ICT services classification § To provide actual and state-of-the-art classification for ICT services taking into account new trends and technologies In ICT 18
