The European Railway Agency (ERA) has to (will) ensure the technical governance for the migration conditions 8. Operators that take the risk to invest will have to be supported financially. 9. The UE continue to support the move from 20 national systems to one European integrated system, and to favor exchanges by rail mode. 10.
