Sparing plan • In general, fully qualified flight spares are not required and are not being built for RBSP/EFW • Limited sparing is being done where it makes sense – A flight spare DFB board will be built – Flight spare electronic parts will be obtained but not assembled in the cases of the DCB, BEB and LVPS – Flight spare mechanisms will be built but not fully qualified in order to save money • Should spare or replacement components be needed, we would assemble and qualify as required Goetz RBSP/EFW CDR 2009 9/30 -10/1 294
Critical Facilities • Facilities at LASP – LASP cleanrooms, assembly and test areas are ready to go and will be available throughout the flight hardware fabrication program • Facilities at UCB – UCB cleanrooms, assembly and test areas are ready to go and will be available through the flight hardware fabrication, testing and qualification program • This includes appropriate vacuum chambers for all TV configurations – Vibration testing will be done at a contractor in the bay area – EMC testing will be done at a contractor in the bay area Goetz RBSP/EFW CDR 2009 9/30 -10/1 295
Staffing • Personnel at LASP – LASP personnel are certified as needed and ready to go throughout the fabrication and testing period • Personnel at UCB – UCB personnel are certified as needed and ready to go throughout the fabrication, testing and qualification program • Workforce risk – Both UCB and LASP have other programs ramping up in the near future – Other programs could infringe on EFW personnel making it difficult to find the appropriate skill mix at the required time – Mitigation has been to add personnel where possible – Mitigation is also to move forward with the fabrication of flight hardware well in advance of the mission CDR Goetz RBSP/EFW CDR 2009 9/30 -10/1 296

Deliverables - Periodic • Monthly progress • Monthly schedules – EFW master integrates all activity • • Mechanical Electrical LASP I&T • Monthly financial (533 M & 533 Q) • Monthly EV tracking and analysis • Quarterly status Goetz RBSP/EFW CDR 2009 9/30 -10/1 298
Performance to Date • Phase C use of funding reserve – $1, 381 k was the EFW held reserve at the start of phase C • Project holds a similar amount on our behalf – Since then, we have made or will make use of some reserve funding • • • $140 k $53 k $20 k $120 k $20 k LVPS redesign Vibration force limiting LVPS parts DIN 96 replacement Frangibolt switches – $353 k of $1, 381 k which is 25% of local reserve Goetz RBSP/EFW CDR 2009 9/30 -10/1 299
Reserve to Delivery • • Reserve was set to 20 days and then increased to 46 (required) Reserve will not be touched… Slack is adjusted monthly to match critical path In April, issues pushed i. CDR out, reduced slack – LVPS – DIN 96 – AXB tuning Goetz RBSP/EFW CDR 2009 9/30 -10/1 300
Slack used to i. CDR • • Booms started out on the critical path LVPS issue developed in April, i. CDR slipped in May LVPS correction was slow through the summer AXB tuning used Boom slack in the summer Goetz RBSP/EFW CDR 2009 9/30 -10/1 301
Schedule • Into the future – Critical path going forward is AXB development • Due to a series of environmental tests – Following that, the SPB development is next on the CP • Long lead parts are mostly in hand – A few stragglers are due in December • Designs are in good shape • Drawings are being released for flight fab • EM development success will lead to FM development on time and on budget • Cost projections, based on past projects and the EFW EM program suggest we’re within our cost envelope – Original C/D EV budget was $12, 707 k – Current C/D EV EAC is $12, 593 k Goetz RBSP/EFW CDR 2009 9/30 -10/1 302

Risk specifics • E-05 AXB Shadowing – We expect the aft AXB to be shadowed by the S/C body. Requirements allow this but science return would be improved if the AXBs can be in sunlight. To this end, we’ll be prepared to deploy up to 7 m of AXB if S/C stability observations allow it. • E-25 DFB FPGA Verification – Verification of the FPGA code has lagged. Manpower has been added. • E-23 LVPS Immature – LVPS implementation is new and not as far along as it could be. Added manpower has been focused on this issue. • E-18 NTE Power – CBE power estimates are edging up to NTE. Power uncertainty is not yet low enough to dismiss. Project accepts the likelihood of a small increase to our NTE. • E-14 Flight Hardware Delayed – Other SSL projects could make it hard to get the appropriate skill mix in the appropriate time frame for FM fabrication and I&T. Pushing forward to complete fabs. Adding manpower. • E-26 Peek Charging – Small amounts of peek are scattered throughout deployment mechanisms. If changes are needed, they must come soon.
