Motivation and Scope • Mobile operator systems establish Qo. S to serve access through 3 G radio access – Specific access, utilizes radio bearers with different Qo. S • Qo. S policy control for 3 G radio access from Policy and Charging Control (PCC) system • Connectivity through non-3 G acccess supported for handover (Wi. Fi, Wi. Max) • IP network Qo. S accomplished by Diff. Serv mechanisms • No Qo. S support so far for non-3 G radio access – 3 GPP started interfacing PCC to MAG for non-3 G radio access • Demand for a PCC-independent solution – For networks, which do not deploy a PCC system – For all networks until PCC support available for non-3 G access

Scope of this work • Support enabling Qo. S differentiation of traffic between MAG and LMA for any non-3 G access – Mainly enforcement and validation of uplink Qo. S at the MAG • Support mapping of Qo. S policies between radio-specific Qo. S classes and IP network – Transport of Flow Information and Qo. S Class indexes – Interpretation of Qo. S Class indexes is deployment specific, hence out of scope • Focus on the signaling between MAG and LMA • Handover of available and enforced Qo. S policy rules – Established while MN accesses through 3 G radio access • Establish Qo. S for sessions which start at non-3 G radio access
