WHAT IS A “QUALIFIED WORKER? ” Someone recognized by JLAB Management as 1. 2. Knowing a device/system well enough to recognize and control any hazards it may present Have qualifications for operating or servicing hazardous devices, systems, and facilities documented by department management Note that “Qualified Worker” is a safety definition, not an evaluation of your skills • Many JLAB regulations use this term in stating work requirements • A worker may be considered qualified with respect to certain equipment and methods, but unqualified on others.

YOU ARE A QUALIFIED WORKER IF… o You have been trained on the operation and/or servicing of the specific equipment involved

YOU ARE A QUALIFIED WORKER IF… o You are able to recognize and avoid the hazards associated with this equipment

YOU ARE A QUALIFIED WORKER IF… o You have the skills and techniques necessary to distinguish exposed energized parts from other parts of the equipment

YOU ARE A QUALIFIED WORKER IF… o You have the skills and techniques necessary to determine the nominal voltage and current capacities of exposed energized parts.

YOU ARE A QUALIFIED WORKER IF… o You know the Hazard Class of the equipment and the Risk Modes for the operations you intend to perform Hazard Class Mode of Work 1 De-energized equipment, LO/TO in place 2 Measurement, troubleshooting of energized equipment 3 Manipulative, handson tasks on energized equipment A qualified person may work alone. II Medium hazard 50 -120 VAC/DC line-to-neutral 208/220 VAC line-to-line > 50 amperes stored charge >10 Joules 2 qualified persons (QP) must be present until equipment is verified as deenergized. One QP may then work alone. At least 2 QPs must be present. Management approval and general supervision required. SOP or Electrical Service Work Permit is required. Appropriate eye protection, insulated tools, and gloves. III High hazard 277 VAC line-to-neutral 480 VAC line-to-line 2 qualified persons (QP) must be present until equipment is verified as deenergized. One QP may then work alone. At least 2 QPs must be present. Management approval and general supervision required. SOP or Electrical Service Work Permit is required. Appropriate eye protection, insulated tools, gloves, floor mat. 2 qualified persons IV (QP) must be present Extreme hazard until equipment is 600 VAC verified as deline-to-line energized. One QP may then work alone. Eye protection, insulated tools, gloves, floor mat -- all rated for the expected hazard. 2 QPs required; one as safety watch in continuous communication. No JSA/Jefferson Lab or sub-contractor personnel may work in these conditions. Commercial power utility personnel their and subcontractors only. I Low hazard ≤ 50 V & ≤ 50 A (low voltage, low power) >50 V & <5 m. A stored energy < 1 Joule

YOU ARE A QUALIFIED WORKER IF… o Your qualifications to do all of these have been documented by your supervisor and your supervisor has authorized you to do this work.

Was John On-Call Qualified? NO! John did not recognize that the CPS is a class III hazard and, as such, requires at least 2 qualified workers to be present until the equipment has been positively deenergized. Only then may he work alone.

REVIEW To be a Qualified Person on a specific piece of equipment requires o specific hazard training on that equipment. o documentation of your qualifications by your supervisor.
