Purbeck Local Plan Review Update Joint Working Group
Purbeck Local Plan Review Update Joint Working Group for Crossways and Moreton 21 March 2017 Anna Lee
Local Plan Review – progress to date • Required because Local Plan Part 1 does not meet objectively assessed need (housing) • Issues and Options consultation: Jan – Mar 2015 • Options consultation: June – August 2016 • Town and parish council workshops held throughout the process to date (5 workshops between Oct 2014 and Apr 2016) • Independent review: February 2017 • Now proposing a new approach to consultation and a new timetable…
Moreton Station / Redbridge Pit Consulted on three options: • Site 4: 350 homes at Redbridge Pit (part of the Council’s overall preferred strategy) • Site 10: 500 homes at Redbridge Pit and 100 homes at Moreton Station (part of alternative option 2) • Alternative option 3: no additional homes at Moreton Station / Redbridge Pit
Recommendations of independent review Council’s response 1. Take Local Plan forward as Full Review and Revision Renamed Partial Review as ‘Purbeck Local Plan Review’ 2. Prepare new Local Plan timetable; 5. Endeavour to publish Presubmission Local Plan in early 2018 Updated Local Development Scheme approved by Council in February 3. Commission SHMA update with detailed scrutiny of employment forecasts and use standardised approach if available Seeking to find out timescales for new standardised approach; ensure scrutiny of economic forecasts if these are included 4. Take full account of Housing White Paper proposals Paper to March Advisory Group highlighting key proposals 6. Consider new programme of community engagement Setting up Purbeck Infrastructure Forum and five Local Forums
New approach to community engagement • Over 3, 300 responses to ‘options’ consultation… • But … suggestions that material was too complex and process is too ‘topdown’ • Useful constructive meetings with local groups since November 2016 • Opportunity to build on this approach by establishing local forums and infrastructure forum
Key proposals for local forums: • Opportunity for residents, town and parish councils, developers & others to discuss evidence and provide constructive suggestions • Will replace town and parish council workshops • Each forum to be chaired by Purbeck Councillor or external facilitator • All forum meetings open to the public • Seek to ensure broad age range • Council to provide secretariat support • Senior Planning Policy Officer to support each Forum
Proposed timetable: 21 Feb 2017 Council approval for renaming work, setting up forums & updating Local Development Scheme 16 Mar 2017 Public Q&A session followed by Advisory Group meeting May 2017 First meetings of Local Forums & Infrastructure Forum 30 May 2017 Advisory Group meeting to consider evidence updates, feedback from first forum meetings, initial officer recommendations June to Sep 2017 Further meetings of forums to discuss evidence and initial officer recommendations Oct 2017 Advisory Group meeting to consider feedback from forums and agree broad proposals for final plan Dec 2017 Advisory Group meeting to consider draft Pre-submission Document (aim for publication in early 2018)
Housing White Paper: key themes • Right homes in right places: “We need to build many more houses, of the type people want to live in, in the places they want to live”. • Building homes faster: delivery test • Diversity: small sites, self-build, starter homes, housing for older people • Green Belt: need to explore all other options first • Speeding up plan-making: standardised approach to housing requirement • Neighbourhood Planning: reiterates support for Neighbourhood Plans where these allocate sites for housing
