Evaluation and Florida Statutes Chapter 163. 3191 Appraisal INTRO • Requires every jurisdiction to review their Comprehensive Plan every 7 years against relevant changes in State Statutes and changes in local context. • This review is called the Evaluation and Appraisal Report (EAR). • Any necessary amendments to the Comp Plan that come out of this process are called EAR-Based Amendments. • The state manages a list of dates by which every jurisdiction has to indicate to the Department of Economic Opportunity (DEO) of their intent to conduct EAR-Based Amendments. The jurisdiction then has 12 months to transmit the Amendments back to DEO.
