PSMB report to PSSC October 2020
Activity Since Last Report July / September 2020 Meeting • PSMB role in PACSTAT • High Frequency Phone Monitoring (HFPM) Surveys • Monetary Poverty Guidelines • Labour Market Module in Housing and Population Census • Survey of Software used in PICTs • Roadmap for use of Admin data in Pacific November 2020 • Proposal for USP centre of Excellence • Non- Monetary Poverty Measurement approach • Benefit of Harmonising Welfare Statistics
Highlights from Meetings PACSTAT is a major opportunity – it opens the door for Pacific to do more exploring of its own issues. • Looking forward to the PSMB playing a helpful role HFPM Surveys is a new tools that has properties that need to be understood. • If the alternative is to contemplate making significant decisions with no information then this is clearly better but not for small changes Labour Market Module a great step forward. • This is a great model for testing, then using standard question sets
Highlights from Meetings Roadmap for use of Admin data in the pacific is worth starting • It is important to get a sense of what using admin data could look like • Everyone is so different that common approaches will struggle but experience sharing will be valuable. Software Usage keeps coming up so its worth examining. • Start with a stocktake of what is currently happening • Closely linked to issues of capability and the way that new initiatives often come with separate software
Poverty will be worth a discussion at some Point There are reasons to do Monetary Poverty Measurement differently; • Come into line with international practice • Move towards more standardised measurement It will mean disruption and require support. • The world bank has lead this sort of process in other regions – we need to talk about what implementation might look like. • No hiding that changing methods will change poverty measures. Non- Monetary support could also do with collaboration
Overall Comments • Can’t pretend that COVID hasn’t had an impact – not meeting face to face has its limitations and everyone has had a lot to do • PSMB continues to provide a place for agencies coming into the pacific to come and discuss their approach. • Had some high quality presentations and discussion but need to work on how the work of the PSMB can have impact. • It has been great to see work done on “what works in the Pacific” PSMB has provided the forum for some of this discussion and the PACSTAT is an exciting opportunity.
A review of the PSMB is due • Need to (at least) look at the Terms of reference – there is some “getting started” wording. • Haven’t sorted out how to make representation work effectively. • PSMB needs to fit into the “wider picture” – aligning it to whatever other mechanisms exist or are introduced is clearly important. We talked about a USP centre of excellence for example. • PSMB will do some of its own reflection but happy to do work with I’m keen to Start to work on what new data sources, tools and technologies can feasibly and usefully implemented
Thanks to Everyone. It hasn’t been easy to keep this going. I look forward to deciding what we want to do next.
