Protection, Gender and Inclusion Brief Introduction What is PGI? • One of IFRC’s 7 Areas of Focus within its plan & budget 2016 -2020 • A contextualised understanding of the social inequalities that are a driving cause of exclusion and protection risks • • based on analysis of how gender and other diversity factors affect vulnerability to harm Covers the continuum of humanitarian and development action • based on NS presence before, during and after a disaster or crisis

In emergency operations, PGI activities focus on mainstreaming in all sectors and more specialised activities that protect people at risk of harm due to who they are. • In long-terms plans, the focus of PGI programmes may be more expansive, addressing issues of social exclusion in a more systemic and sustainable manner, allowing people to have equal access to resources, opportunities and rights without restrictions based on any aspect of their person. • Therefore, PGI as an area of focus means not only looking at the immediate risks and consequences of abuse, but looking at the causes and potential causes of those risks, before, during and after a crisis event. •

Protection, Gender and Inclusion Brief Introduction What is PGI? § PGI is an approach to ensure we reach those that need it the most with relevant and effective aid, and that we do no harm. § “Do no harm” does not mean “do no-thing” § § It is not a passive position, but a very proactive one; we must DO a lot of things to make sure we are not causing further harm for people PGI is everybody’s business § but not everyone has the competencies, knowledge or experience to ensure PGI; seek advise from colleagues, your National Society focal points, or from the IFRC Global PGI Team.
Protection, Gender and Inclusion Brief Introduction What is PGI? § PGI is all about ensuring people’s DIGNITY, ACCESS, PARTICIPATION and SAFETY § § encompasses and deals with inter-personal violence, discrimination, marginalization, neglect, exploitation and abuse; unfair treatment and people’s bad behavior towards others. In PGI we focus on themes like: Disability Inclusion, Sexual and Gender Minorities, Child Protection, Sexual and Gender Based Violence (SGBV), Gender equality, Racism, Harassment, Trafficking in Human Beings and much more.
Protection, Gender and Inclusion Brief Introduction How to do PGI? § Risk mitigation / Mainstreaming The Minimum Standards for PGI in Emergencies are our most valuable risk mitigation tool in PGI. § We know that if we mainstream PGI and follow standards, we are directly reducing the risk of discrimination, violence and abuse, especially in relation to our support and presence. § § Response § Anyone wearing a RCRC emblem is expected to RESPOND to any person that asks for your help or needs protection. WE are all individually responsible for knowing; how to do that, what not to do, or who to ask for advice. Meaning; not all are expected to be experts, but to provide Psychological First Aid, seek advice in appropriate manner and then safely refer the person or people to someone that can help more.
Protection, Gender and Inclusion Brief Introduction How to do PGI? § Organizational/Institutional PGI This part relates to how we behave. Towards each other, and most importantly towards the people we are serving. The reason PGI has responsibilities related to this, reaching beyond those we all share is that PGI can help to ensure a SURVIVOR CENTERED APPROACH; always putting the possible or actual survivor of exploitation, violence or abuse at center and ensuring a holistic and proper protection and care. § Ensuring development and implementation of relevant policies § Having gender-balanced and diverse field teams §
