Proposed Curb and Gutter Initiative Adequate drainage infrastructure has been an issue in Hampton for a long time dating back to the 1950’s when the first subdivision ordinance was adopted requiring piped drainage, curbs and gutters and street improvements. The issue has taken on more importance to citizens in the past several years as a result of Isabel and Ernesto. Many citizen believe the lack of curb and gutter infrastructure in their neighborhoods is a significant part of their stormwater drainage problem
Proposed Curb and Gutter Initiative Why this initiative? : n Curbs and gutters are part of the City’s comprehensive drainage management and maintenance system and is viewed in conjunction with other aspects of the system. n The lack of curbs and gutters in neighborhoods has some impact on the speed and efficiency of the drainage system after a significant rain event.
Proposed Curb and Gutter Initiative Why this initiative? (continued): n To address all of the curbs and gutters needs throughout the City would require millions of dollars n Citizens who have purchased their homes since the City has required curbs and gutters as part of the storm water and drainage management systems in new developments have paid for these improvements as a part of the cost of their homes

(continued): n n The current Special Assessment process was designed to enable the City to address the curbs and gutters needs in the older neighborhoods based on citizens willingness to pay without transferring a major burden to all Citizens The Special Assessment process has been ineffective because Citizens in those neighborhoods have been unwilling or unable to assume the additional financial burden
Proposed Curb and Gutter Initiative The Proposed Initiative and how it will work: n This initiative is in addition to the current special assessment process (it does not eliminate that process) n Under the new initiative the City may initiate construction of curbs and gutters along streets in existing neighborhoods based on the recommendation of an engineering study by or for the City’s Public Works Department
Proposed Curb and Gutter Initiative Criteria and Requirements: n An engineering study of the street, performed by or for the Department of Public Works, must recommend curb and gutter as the best method to improve a drainage problem n The study will include the following considerations: n the condition of the existing storm water conveyance system; n the condition of the street pavement, its base and sub-base; n environmental concerns n storm water detention/retention n removal of existing mature trees;
Proposed Curb and Gutter Initiative Criteria and Requirements (continued): n Study considerations, continued: n disruption to private property caused by alternate construction scenarios n on-street parking n cost n long term sustainability of street infrastructure. Streets to be considered for installation of new curb and gutter shall be limited to those streets which are to be repaved or reconstructed in conjunction with the annual street maintenance program.
Proposed Curb and Gutter Initiative Criteria and Requirements, concluded: n Curb and gutter constructed under this policy shall not be constructed solely for aesthetic reasons. n In no event shall alternatives to curb and gutter such as deep drainage ditches or grass swales be added in a residential area without concurrence by at least two-thirds (67%) of the abutting property owners bordering each block of a street or by majority vote of the City Council.
