Background n ASEAN Leaders raised increasing concern on Climate Change at ASEAN Summit n n ASEAN Declaration on Environmental Sustainability (ADES) ASEAN Declaration on 13 th Conference of Parties of the UNFCCC and the 3 rd Meeting of the Parties of the Kyoto Protocol.

10 th IAMME, Bangkok, Sep 07 n n Agreed for AWGMEA to consider Thai proposal on Ad Hoc Technical Group on Climate Change. Noted presentation by Indonesia on proposed ASEAN Climate Change Initiative (ACCI) Noted Singapore’s proposal on ASEAN Working Group on Energy Efficiency and Cleaner Fuels Tasked AWGMEA to compile regional impact assessment report and report status at next meeting.

Proposal – AWGCC n Thailand Singapore will like to propose n n Elevating Thailand’s proposal for an Ad Hoc Technical Group on Climate Change into an ASEAN Working Group on Climate Change (AWGCC) The AWGCC could include initiatives relating to environment-related aspects of energy efficiency and cleaner fuels proposed by Singapore

Proposal n n With new AWGCC, AWGMEA continues to focus on non-climate change MEAs (e. g. Basel, Montreal) Key issues under AWGCC can include: Technical n Conduct regional study of climate change impacts n Exchange of information on energy efficiency and cleaner fuels n Formulate ASEAN Initiative on Climate Change Common Understanding n Discuss common understanding on UNFCCC issues (e. g. sectoral approaches)

Modality n n n AWGCC reports to ASOEN Chairman will be elected for a term of 3 years, in line with existing practice AMCs take turns to host AWGCC by alphabetical order
