Objectives • Provide for greater economy & efficiency • Provide for greater flexibility & authority to provide services • Protect against wasteful overlapping authority. • Retain the existing relationship with the Park • Minimize transition costs

Procedure • Combining two procedures into one • NY Village Law – incorporation provisions • New NY Government Reorganization and Citizen Empowerment Act –consolidation • The newly incorporated Village (Town outside the Park) will be simultaneously consolidated with the Town • Meet both requirements
Procedure Village Law Incorporation – Village of Tuxedo Petition by 20% of Electors -- To. V Population – at least 500 regular inhabitants Boundaries coterminous with Town boundaries • No finalization of incorporation pending action on consolidation • •
Procedure • • Consolidation – Town & Village of Tuxedo Petition by 10% of Electors -- TW Boundaries are current Town boundaries Right, Duties, and Obligations – combined Existing Town government preserved Minimal transition costs Final on completion of consolidation
Hearings • Initial Hearing on Combined Petition to determine whether requirements are met and to set public referendum • Hearing upon voter approval to authorize Town Board to approve the Plan • Permissive referendum after plan approval
