Abstract Ø Case study of school-enterprise cooperation through which school established partnership with suppliers by purchasing their facilities, and exploited project teaching by working together in developing new products. Ø Students learned through a real work process within the school education system, acquired competence and gained experiences. Ø Teachers’ professional competency was developed. Background Ø Manufacturing industry has become the leading industry of Chinese economy, taking up 40% of the nation’s GDP. Ø The lack of qualified skilled workers has been one of the main issues that hinder the development of manufacturing industry. Ø Due to not close ties between vocational schools and enterprises, the training quality of skilled workers is unable to meet the needs of economic development. Ø Laws and operation mechanisms have not been set up to promote and standardize the cooperation between vocational schools and enterprises. Ø Not much engagement of industries in VET. Ø The supervision departments of VET undertake almost all the work related VET. The needs of the enterprises cannot be reflected in curricula. In order to solve the problems, ways of integrating work and learning had been explored. Ø Mo. E issued a paper of Views on Improving the Teaching Quality of VET. Work-integrated learning should be regarded as an entry point of the VET reform. Ø Mo. L demands setting up new system of cultivating high-skilled personnel through cooperation between schools and enterprises. Difficulties 1 2 Under the pressure of fulfilling contract, enterprises are only willing to offer apprentice opportunities of simple operational jobs to students. There is not sufficient learning value in the jobs. Despite substantial investment by government in setting up training base on campus, there is still a gap to real production environment and to real experience of production. Case One Ø With the support of government, an NC Technology upgrading project was held by GTI. The bid winner was a large enterprise. Ø According to the bidding, the enterprise was to supply NC system, to send out technicians to instruct teachers and students to support installation and start-up. Ø Teachers were sent for training in the development and production departments of the enterprise for one month. Ø With the guidance of the enterprise, a proper venue was identified in the school in accordance with the enterprise’s standards for facilities upgrading. Ø The team completed the transformation of NC machines. Ø Referential curriculum and teaching materials were written up. Beijing Normal University/Guangzhou Technician Institute

Case One Ø With the cooperation an NC milling machine were produced in 2006, another 57 were manufactured in 2007 and 2008. In 2009, the school built 5 precision NC instruments and a 5 -axis centralized instrument. Ø Hundreds of students involved in program, experienced at the beginning the technical upgrading of common milling and turning machine, the production of precision NC turning machine, and finally the installment and adjustment of 5 -axis machining center with advanced technology, so they achieved the targets set by enterprises in machine operation and maintenance. Ø In the meantime, teachers were granted a patent during the process of development and research of new product. Beijing Normal University/Guangzhou Technician Institute

Case One Comment: Ø The school set up contract with the enterprise by purchasing teaching equipments, and chose a good enterprise to cooperate with by means of bidding. Ø With the main body of the production still being the enterprise, the enterprise provided equipments, technical supports and transferred the production site to the campus. Ø Production process was imbedded into teaching process; Teachers and students gained work process knowledge and experience. Ø The actual purchase cost of GTI dropped by 25% due to the participation in the production of the equipments. Ø The enterprise got business orders, reduced input, managed to have qualified employees-to-be, and a platform for the R&D. Beijing Normal University/Guangzhou Technician Institute

Case Two School-enterprise Cooperation Program Based on Cooperation in Research and Development of New Products Beijing Normal University/Guangzhou Technician Institute

Case Two Ø According to the teaching plan, intelligent control system was needed. There was neither mature product in the market, nor can enterprises develop and produce the systems independently. Ø By sending invitation of tender, the GTI chose a small-scale but competent enterprise as partner. Ø Teachers and technicians of company worked together on designing and developing the System. Ø Students took part in very step. Ø 2 patents were granted and had become a formal part in curriculum. Ø This system has been promoted as a matured product by the company. Case Two Comment: Ø Vocational school cooperated with small enterprise by doing new product research together. Ø Students learned the specialized skills and finished the production task up to the technical standard of the enterprise. Ø Students acquired comprehensive vocational competence and relevant working experience. Ø Teachers’ professional potential was developed. Ø The school widened their cooperation field with the enterprise, won technical support, Ø By making use of the technology and human resources of school, enterprise developed new product, upgraded its innovation. Summary School-enterprise cooperation facilitated co-production of medium and high-tech facilities and creation of teaching facilities and mechanism and developed relevant courses. This offers positive evidence for achieving school-enterprise co-operation under the present condition. Ø Students improved their adaptability to the environment by taking part in production, learned to solve working problems by cooperating with people from different backgrounds. Ø Teachers developed their professional competence by taking part in the school-enterprise cooperation project. Ø School upgraded the teaching standard by enriching the curriculum. Possibility of Experience Share Ø By introducing production or development projects that meet the needs of curriculum of VET, the teaching process is directly transferred into working process. Schools build up the capacity. Ø Small and medium-size enterprises are in need of innovating by taking advantages of the public resources, hence those schools that are industrialized facilitated can be the right resources. Ø The cooperation can achieve win-win and serve as the foundation of work-integrated curriculum through project teaching.
