The Program For Preparation For release – assessment in area of social, educational and psychological - individual and group counseling Year 2017 - 856 included ; Year 2018 – 1131 included; Year 2019 – 326; 2018 - 2019 – 213 social services GRADO signed; Post Detention Difficulties: - Interruption of the schooling process (there are no incentives for continuation); - They don’t find a job in field they have been trained (professional qualification in detention is almost useless); -They have no moral and financial support for professional qualification or reconversion; - It seems too difficult to turn to the state for support in finding a home; - Obtaining loans is considered as impossible; - Do not have the domicile / amounts needed to issue an identity card; - Big bureaucracy discourages them and does not receive specialized assistance; -They have no financial means to sustain themselves immediately after the release.

Educators Schooling year 2017 -2018 – 130 inmates registrated and 64 passed the year; Schooling year 2018 -2019 – 98 inmates and student at Faculty of Law; 2017 -2018 – 3 qualification courses with 31 inmates; 2017 -2019 – 5 job fair (in community) with 90 persons.

Social worker Social counseling - in 2017 – 127; - in 2018 – 228; - in 2019 – 22. Programs - “Steps towards the family from home” – ONG Stânca Veacurilor - in 2016 – 16 inmates; - în 2019 – 22. - “One day with my father” – Bărbaților Creștini Association - 2019 – 25 deținuți.

GOOD PRACTICES IN BUCUREȘTI-JILAVA PENITENTIARY IN THE FIELD OF SOCIAL WORK Workshops with family - in 2017 – 18 (3 within the community) cu 167 inmates; - in 2018 – 13 (2 within the community) cu 162 inmates; - in 2019 – 5 (1 within the community) cu 47 inmates. Scholarships for children of prisoners– SVASTA Association Attending theater with family – in 2019 – one time, 8 inmates from open regime without supervision. 1 June 2018 – 74 inmates with 112 children.

Psychologist Programs: a) therapy with pets; b) family systemic therapy; c) therapeutic community; d) Section Respect. a) TAA – overall objective – reducing the risk of recidivism for offending/adiction behavior; - specific objectives - improving the ability to be responsible, empathic qualities, interpersonal communication;

GOOD PRACTICES IN BUCUREȘTI-JILAVA PENITENTIARY IN THE FIELD OF SOCIAL WORK Starting with 2016 up to now, in TAA were involved approximately 60 inmates former substance users, not visited or with psychic problems; - 2 psychologists involved; - runs within the penitentiary shelter for dogs; - partenrs: Vet Pet Stuff Clinique and NGO Big Hearts; - aimed results: adoption! b) Family systemic therapy – the aim is to identify the peculiarities of the psychological processes underlying interpersonal and intrapersonal conflicts, to improve family relationships and to increase and develop the efficiency of an optimal functioning within society; - it is carried by one psychologist within therapeutic community.

GOOD PRACTICES IN BUCUREȘTI-JILAVA PENITENTIARY IN THE FIELD OF SOCIAL WORK c) Therapeutic Community program – overall objective: reintegration of the former drug user in community; - non-medication treatment; - the main elements of the program: environment and social relations; - major components of the program: the structure (piramyd), daily monitoring (dedicated team), communication (a little privacy) daily routine (planned activities and tasks); - Open on 8 aprilie 2011, 368 residents included; - rewards number tripled, the number of participation in social reintegration programs and the number of intimate visits doubled and visits number increased with 26% and telephone calls increased with 48%.

GOOD PRACTICES IN BUCUREȘTI-JILAVA PENITENTIARY IN THE FIELD OF SOCIAL WORK d) Respect Section - proposal of a residential psychological program; - the pilot program started in 2018; - overall objective - maintaining the behavioral balance of detainees by reconfiguring perception of peers and transmitting moral values and general culture information to others; - the focus is on learning and practicing pro-social behavior, inmates learning new strategies to value their existing potential and develop new adaptive resources; - future intention: extending the program in each detention section! - up to now 18 inmates took part from open regime, presently 10 are included.

GOOD PRACTICES IN BUCUREȘTI-JILAVA PENITENTIARY IN THE FIELD OF SOCIAL WORK What we have to do in București-Jilava Penitentiary in 2019? - specialization of at least 2 psychologists in systemic family therapy; - developing an original social assistance program; - arranging a bus instead of visiting and playing for children; - organizing celebrations: Children's Festival - 2 nd edition and Christmas celebrations; - continuing support for poor families of prisoners.

GOOD PRACTICES IN BUCUREȘTI-JILAVA PENITENTIARY IN THE FIELD OF SOCIAL WORK What have we learned from our Swiss partners? - usefulness and effectiveness of supporting therapy sessions in pair - therapist and co-therapist; - inclusion of all sexual abusers in the specific program (before other programs and lucrative activities); -specific psychological counseling for sexual abusers before release. Proposals for transfer from the Swiss model - Post detention assistance – House for social reinsertion – GRADO; - Case manager that follows the evolution of the person in detention and in early release situations – to be included in National strategy for social reintegration in offenders.
