CACFP Program Types • CACFP is open to many types of Organizations and Care Providers: – Public or Private – Nonprofit or For-profit – Community-Based or Faith-Based – Large or Small – Full-Day or Part-Day Those serving infants, the elderly, and almost everyone in between 2
Program: Refers to the type of care offered and participants served. 3
Adult Daycare Center • Public or private institution licensed or approved to provide nonresidential care for functionally impaired adults • Eligibility – Adults 18 & over who are functionally impaired along with adults 60 & over • Eligible Meals – 2 meals & 1 snack or 2 snacks & 1 meal per adult • Reimbursement – Based on income eligibility information 4
At-Risk Afterschool Program • Public or private institution located in an eligible area that provides academic or enrichment activities after school for children at schools, faith- or community-based organizations, or child development centers – Eligible to serve meals on weekends or during school breaks (except summer) – Children 18 or under • Up to 19 if birthday occurs during school year • Eligible Meals – 1 snack and 1 meal per child • Reimbursement – Free for all children 5
Child Development Center • Public or private institution licensed to provide child care – Includes: Child Development Centers and Outside-School-Hours Programs • Eligibility – Infants and/or Children 12 years old or younger • Eligible Meals – 2 meals and 1 snack per child • Reimbursement – Free, Reduced or Paid depending on the child’s income 6
Emergency Shelter • Public or private nonprofit institution that provides temporary shelter and food services to homeless children or families • Eligibility – Children 18 or younger who are emergency shelter residents, persons with disabilities no matter the age who reside at the shelters • Eligible Meals – 2 meals and 1 snack per participant • Reimbursement – Free for all participants 7
Family Day Care Home • Provider licensed to offer nonresidential child care services in a private residence – Must participate through an approved CACFP family day care home sponsoring organization • Eligibility – Infants and children age 12 years old or younger • Eligible Meals – 2 meals and 1 snack per child • Reimbursement – Based on the home’s location, provider’s own household income eligibility information, or the participants household income eligibility information 8
CACFP Institutions Institution: any sponsoring organization, adult day care center, child development center, outside-school-hours center, afterschool care center, at-risk afterschool program, or emergency shelter that enters into an agreement with the State Agency to assume final administrative and financial responsibility for Program operations. 9
Independent Institutions • An adult day care center, child development center, outsideschool-hours center, afterschool care center, at-risk afterschool program, or emergency shelter that enters into a Permanent Agreement with the State Agency to operate the CACFP at a single physical location or campus. • Types – Campus: two or more sites operated by the institution that are all within 500 feet of each other – Site: a single location with one license or alternate approval 10
Sponsoring Organization • An organization that enters into a Permanent Agreement with the State Agency to administer the CACFP at two or more affiliated facilities, or at one or more unaffiliated facilities – Facility • An adult day care center, family day care home, child development center, outside-school-hours center, afterschool care center, at-risk afterschool program, or emergency shelter that participates in CACFP under the authority of a sponsoring organization – Affiliated » A facility that is part of the same legal entity as the sponsoring organization – Unaffiliated » A facility that is legally distinct from the sponsoring organization 11
Healthy Tots Act Healthy Tots provides funding and resources to support child care facilities’ ability to serve nutritious meals and to offer high-quality wellness programming. The Healthy Tots Act of 2014 became effective on Feb. 26, 2015. Child care facilities that participate in the Child and Adult Care Food Program (CACFP) are automatically eligible to receive the Healthy Tots reimbursements. 12
Local 5 and Full Day 4 13 Requirements Documentation Local 5 If one component of the lunch or supper served meets the definition of a locallygrown, unprocessed food, then the facility will receive and additional five cents per meal served for that meal type Daily menus that clearly indicate the locally-grown, unprocessed food(s) Receipts and a log indicating the item, date and location of purchase Full Day 4 Serve a 4 th meal for infants/children (3 meals, 1 snack, or 2 meals, 2 snacks) Maintain 75% enrollment of District residents, and 50% of child care subsidy recipients (or eligible) Child care subsidy data/TXX column on claim form Residency: must be indicated on MEL and EF/IES
