HISTORY OF RPP 1991 City of Milwaukee establishes RPP 1997 City of Milwaukee expands hours 2009 2016 2017 14% of hours worked on public work contracts were RPP workers 14% - 25% / 21% of total project hours Milwaukee Opportunities for Restoring Employment (M. O. R. E) Ordinance Opened the program to private development projects receiving more than $1 million of direct financial assistance from the City of Milwaukee 25% to 40% Creation of Workforce Organization Reform Committee (WORC) Improves the procedures and practice of CWD and economic participation initiatives Recommendations by WORC have been implemented to support Special Impact Area Zip Codes 5

RPP INCENTIVES – SPECIAL IMPACT AREA Any hours worked by SIA/RPP employees greater than the required hours will be credited 1. 5 hours for each extra hour worked 17
RPP INCENTIVES – SPECIAL IMPACT AREA Special Impact Area Incentive Example A contract required 40 SIA/RPP hours. The contractor has 80 SIA/RPP hours. The SIA/RPP Incentive hours = 20 80 SIA/RPP Hours -40 SIA/RPP Hours Required 40 extra SIA/RPP Hours x. 5 = 20 SIA/RPP Hours Total SIA/RPP Hours = 100 (80 Worked + 20 Incentive) 18
RPP INCENTIVES – RPP CREDIT RPP-certified workers working on a concurrent non-City project within the State of Wisconsin Up to one-third of the required RPP hours on any given City contract can be comprised of RPP credit hours 19
REPORTING RPP HOURS – LCP TRACKER Each contractor must use to report each Wisconsin worker hours (non-Wisconsin hours are excluded). Enter employee identification, labor classification, total hours worked on the project, and wage and benefits rates paid Upload each RPP worker’s RPP Affidavit LCPtracker can be accessed online at https: //www. lcptracker. net. Each contractor and subcontractor will be given a User ID and password to access the LCPtracker system. 20
