What Is Pro. Tech? The Professional, Scientific, and Technical Services (Pro. Tech) Program/Branch includes a Program Management Office, in the Strategic Sourcing Acquisition Division. The Pro. Tech contracts are a suite of multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts organized into four Domains that align with NOAA’s primary mission areas: o Satellite – awarded June 2017 o Fisheries – awarded September 2018 o Oceans – awarded February 2019 o Weather – awarded January 2020 2

Five Year Ordering Period in each Domain YEAR BASE with 1 -YEAR OPTIONS B $3 Shared ceiling across all four Domains The Pro. Tech contracts are MANDATORY use by National Oceanic and Atmospheric Administration (NOAA) Line and Staff Offices. The Pro. Tech contracts are Mandatory Use by DOC Bureaus when appropriate. Pro. Tech Scope Almost all of NOAA’s professional, scientific, and technical services needs, including: Engineering Services Environmental Consulting Services R&D in the Physical, Engineering and Life Sciences (except Biotechnology) Studies, Analyses and Reports Data Collection and Surveys 6

What Has Changed for NOAA Clients? Acquisition Alert 19 -01, issued May 22, 2019 established the Professional and Technical Services (Pro. Tech) Task Order Streamlined Acquisition Plan Template. This template is mandatory for all Pro. Tech task orders with a total value (including options) greater than the simplified acquisition threshold (SAT) but less than $75 million. 10

NOAA Clients needing to fulfill some “Common Government Services” requirements (Administrative Support, Finance, HR, Program Management, etc. ) will do so through their Acquisition Servicing Division (SIAD, SSMD, SSAD, EAD, WAD) 12

What Has Not Changed for NOAA Clients? 1. The Federal Information Technology Acquisition Reform Act (FITARA) is still applicable. The OCIO policy and procedure to determine if FITARA applies happens early in the planning stages. 2. Annual AGO Acquisition Cut-off Dates 3. NOAA Clients still plan Acquisitions with their AGO Servicing Acquisition Divisions (SIAD, SSMD, SSAD, EAD, WAD). The Acquisition Servicing Division Contracting Officers execute Task Orders off the Pro. Tech IDIQ contracts. 13

Commercial Industry & Pro. Tech 1. Pro. Tech was created to fulfill almost all of NOAA’s services requirements. The Pro.
