A robot must obey the orders given it by human beings except where such orders would conflict with the First Law. A robot must protect its own existence as long as such protection does not conflict with the First or Second Laws.
Tekortkomingen van de 3 wetten van Asimov ● Wet 1 ● “Harm” is een vaag begrip, hoe dit te operationaliseren? Fysieke harm, psychische harm? ● Houdt geen rekening met niet menselijke entiteiten, als dieren. ● Wet 2 ● Wat als twee mensen conflicterende orders geven? Moet hiervoor een hiërarchie komen (moet een robot eerder naar zijn eigenaar luisteren dan naar een politieagent? ) ● Hoe gaan deze orders gegeven worden? Veel communicatie is non-verbaal, hoe gaan robots dit interpreteren? ● Wet 3 ● Hiertegen zijn weinig argumenten in de literatuur, behalve dat het mogelijk veel geld kost om deze sensoren te bouwen. 10

Morele dilemma’s Stel je bent manager van de administratie-afdeling van de Rabobank. Tijdens een vergadering hoor je dat er over 4 weken een reorganisatie gaat plaatsvinden waardoor je 25% van medewerkers moet ontslaan, waaronder je goede vriend Henk. De informatie is strikt geheim en mag pas over 4 weken naar buiten gebracht worden. Je weet dat Henk net een aanbieding heeft gehad van de ING om daar te gaan werken, maar Henk wil deze aanbieding niet accepteren omdat hij het zo naar zijn zin heeft bij de Rabobank. Utilisme Nut, Utility Een handeling is moreel goed wanneer die leidt tot iets dat mensen prefereren, terwijl een handeling moreel slecht is wanneer die leidt tot iets dat mensen niet prefereren. Mensen gezond maken is goed, mensen ziek maken is slecht. De handeling die het meeste nut oplevert is de juiste Utilisme is een kwantitatieve benadering van ethiek Moreel goed is de handeling die, in vergelijking tot beschikbare alternatieven, voor alle betrokkenen gezamenlijk het grootste surplus van baten boven kosten laat zien. 21

Philip morris casus Recently in the Czech Republic there was a proposal to increase the excise tax on smoking, Philip Morris, the tobacco company, does huge business in the Czech Republic, they commissioned a study of cost benefit analysis of smoking in the Czech Republic and what their cost benefit analysis found was, the government gains by having Czech citizens smoke. Now, how do they gain? It's true that there are negative effects to the public finance of the Czech government because there are increased health care costs for people who develop smoking related diseases. On the other hand there were positive effects, and those were added up on the other side of the ledger. The positive effects included, for the most part, various tax revenues that the government derives from the sale of cigarette products but it also included health care savings to the government when people die early; pension savings, you don't have to pay pensions for as long and also savings in housing costs for the elderly, and when all the costs and benefits were added up, the Philip Morris study found that there is a net public finance gain in the Czech Republic of 147 million dollars, and given the savings in housing and health care and pension costs the government enjoys a saving, savings of over 1200 dollars for each person who dies prematurely due to smoking. Cost benefit analysis, now those among you who are defenders of utilitarianism may think that this is an unfair test, Philip Morris was pilloried in the press and they issued an apology for this heartless calculation 23
● However, prominent scholars argue that none of these theories alone is sufficient for applying robots in society and a hybrid approach which focuses on specific roles is needed (Abney, 2014; Wallach, 2010). 24
