Number of Awards There a total of 17 awards given under the following 3 categories: • Priority Scheme Awards (12) • States/ UTs are grouped to ensure a level-playing field for the applicants • Group 1 - Northeast & Hilly states (11) • Group 2 - Union Territories (7) • Group 3 - Remaining States (18) • One award under each of the 4 priority areas/schemes is given to 1 district in each group • Innovation (2) • 2 awards shall be given to organizations of Central/ State Governments/ Districts, details below: • Innovation (General): All Districts are eligible to apply • Innovation (ADP Programme): Exclusively eligible for Aspirational Districts to apply. • Government Official Awards (3) • One award is given to each Additional Secretary/Joint Secretary & Director/ Deputy Secretary. This year an additional award has been introduced for Under Secretaries 3

Priority Programmes 2019 There are 4 Priority Programmes for this year: 1. E-NAM • Pan-India electronic trading portal aimed at creating a unified national market for agricultural commodities by virtually linking existing mandis and reduce the cost of intermediaries. 2. National Rural Livelihood Mission • Aims at creating efficient and effective institutional platforms for the rural poor, enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services. 3. Saubhagya • Aims at providing free electricity connections to all households (both APL and BPL families) in rural areas and BPL families in urban areas 4. Mission Indradhanush • Aims to immunize children under two years and pregnant women against seven vaccine preventable diseases. 6

Priority Scheme 1: e-NAM (National Agriculture Market) Overview • It is a pan-India electronic trading portal aimed at creating a unified national market for agricultural commodities by virtually linking existing mandis • Reduces cost of intermediaries. • Single window service for all APMC (Agricultural Produce Marketing Committee) related information and services including: commodity arrivals & prices; buying & selling offers, provision to respond to trade offers, etc. • Target is to Network 585 markets by 2018 • Free portal for all markets willing to join 11
Priority Scheme 2: National Rural Livelihood Mission Overview National Rural Livelihood Mission (NRLM) aims at creating efficient and effective institutional platforms for the rural poor, enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services. Phase wise implementation is done across blocks & districts. There are 4 types of blocks created: • Intensive: Blocks where all aspects of the scheme are being implemented • Non-intensive: Blocks where the scheme has not yet been implemented • Resource: Blocks built on a pilot basis to serve as a model for other blocks • Partnership: Blocks with pre-existing significant SHG women Groups, Community federations and NGO’s, with these a partnership is formed to implement the scheme 12
Priority Scheme 3: Saubhagya Overview • Pradhan Mantri Sahaj Bijli Har Ghar Yojana – ‘Saubhagya’ was launched in 2017 • Aims at providing free electricity connections to all households (both APL and BPL families) in rural areas and BPL families in urban areas • Rural Electrification Corporation (REC) is the nodal agency for Saubhagya • DISCOMs (Distribution Companies)/ Power departments are to organize camps in villages to facilitate on-the-spot filling up of application forms including release of electricity connections to households. • A web portal has been set up to expedite & monitor the progress under the scheme 13
Priority Scheme 4: Mission Indradhanush Overview • The scheme was launched under the Health Mission of the Government of India on in partnership with UNICEF & WHO • Aims to immunize children under two years and pregnant women against seven vaccine preventable diseases. • Mission Indradhanush has been implemented in four phases. • Intensified Mission Indradhanush was launched on 8 th Oct 2017 for deeper penetration in selected Districts (low performing areas in district and urban areas) to cover 90 % children & pregnant women. 14
