1. 1 KEY CONSIDERATIONS Project Goal • To provide 108 833 ECD workers with income support (equal to R 750 per month) through existing ECD services by the end of March 2021. • This is a temporary response and there will be no roll-over of funds into the next financial year. • Time is of the essence – we must aim to get first payments out by mid-December at the latest. • Systems must be simple and fit-for-purpose – for which we will seek pre-approval from the National Treasury. • Given the size of the task and the limited time, government and NGO sector will need to work together. OVERVIEW OF THE PROCESS Call for Applications (CFA) - NDSD will issue CFA with clear directions - Period 1/12/20 -31/01/21 - In 4 languages (1 Nguni, 1 Sotho, Eng & Afrikaans) ECD Service Application Submitted - Via What. App Bot and a (zero-rated) web form or another system (currently exploring options) - PDSD and NPOs can provide support with application Filtering process - Validation against Master List, eligibility criteria etc - Removal of duplications 100% verification - All services are verified by local DSD officials and NPO partners against a set criteria 1 st Payment - PDSDs conduct payment as per a predetermined process (TBC with PCFOs) Sample verification - 5% of the batch of services for 2 nd Payment - PDSDs issue final payment as per approved systems and processes Monitoring and Reporting - NPOs and PDSDs conduct sample monitoring oversight (TBD) - ECD service owners submit reports on key indicators via a set modus operandi - PDSDs submit reports to NDSD - NDSD supported by the PMO submit reports to NT payment verified - Subject to 90% confidence outcome proceed to payment BUILDING A CARING SOCIETY TOGETHER www. dsd. gov. za

4. ELIGIBILITY CRITERIA • All fully, conditionally registered and unregistered ECD services that were

ELIGIBILITY CRITERIA • All fully, conditionally registered and unregistered ECD services that were operational by January 2020 prior to the lockdown are eligible to apply. • All ECD services can apply irrespective of modality and re-opening status: • If still closed they must commit to re-opening, and • If unregistered must commit to apply for registration. • An ECD service does not need to be a registered NPO to receive this benefit. • All types of employees can benefit from this support including self-employed. Based on the above, proposed simplified eligibility criteria are: • An ECD service must be providing an early learning programme • Must have been operational by January 2020 • ECD service must have employees that can benefit from the relief intervention. 5. APPLICATION REQUIREMENTS As part of the application process all ECD services must submit

5. APPLICATION REQUIREMENTS As part of the application process all ECD services must submit proof that demonstrate their eligibility for the benefit. ECD services must: • Complete the What. App or Web Form application: • With predetermined fields capturing critical programme information and employee data such as name, initial, surname, ID number, banking details, cell phone numbers and, if applicable, NPO number or CIPC number. • The following must be attached to the application: • ID copy of ECD site owner and ECD staff; • Optional – Environmental Health Practitioner certificate; • A signed declaration to re-open within 30 days of receipt of the support, if the sites are still closed • A signed declaration to start the PCR registration process within 6 months of receipt of the support, if the programme is unregistered. • A signed written declaration that loss of income of the ECD service has put the jobs of staff members at risk of permanent loss • Attendance registers to prove the site was in existence by January 2020 • Confirmation of bank account details • At least one of the following is accepted as proof of employment: • Contract of employment; or • Payslips; or • Summary sheet of salary breakdown; or • Bank statement (that illustrates proof of salary payments) BUILDING A CARING SOCIETY TOGETHER www. dsd. gov. za

6. VERIFICATION There are 3 types of verifications: 1. Document verification • ID verification

Document verification • ID verification through Department of Home Affairs to ensure this is a real person (capitalise on SASSA databases as well if necessary). 2. Site verification: pre-verified and unverified site • Verification means a process to confirm the existence of an ECD service by a physical site visit conducted within the past 12 -24 months. • ECD services with proof of Environmental Health Practitioner report will be considered verified. • This visit can either be by government or confirmed by an NPO partner following established protocols. 3.
