What is CTAP? n n The Community Technical Assistance Program A regionally focused effort to support towns The types of assistance communities could receive were not predetermined Involves local governments, local nonprofits, and state government agencies
Why CTAP? During the development of the Salem to Manchester project, the public raised issues relative to growth. n The NH Department of Transportation responded by initiating CTAP. n
CTAP will serve a region of 26 cities and towns
Guiding Principles Not expert driven n Raise the base level of knowledge of all participants n Support building of positive relationships between the wide range of participants n No “silver bullets” n Meets the needs of local communities n
Begin with the Vision n Twenty Years from now…. if there is sustained growth…How do you want this region and your community to look, to feel, to have as a home?
Steps to Achieve the Vision n Large group visioning process establishes a shared vision (December 2005) Prioritization process identifies multiple themes, strategies to realize the vision, & obstacles to success pertaining to the shared vision (winter/spring 2005/2006 meetings) Multi Stakeholder Steering Committee works to develop approaches to achieve theme objectives (spring meetings 2006)
Steps to Achieve the Vision (cont. ) n n n Themed Working Groups develop detailed priorities to achieve their theme objectives (summer 2006) Theme Working Group Co-Chairs meet to discuss priority overlap and develop year one programs (August 2006) Steering Committee approves Year One Programs and determines budget (Sept. 14, 2006)
Steps to Achieve the Vision (cont. ) n Getting “buy in” ~ Programs are presented to the CTAP community (September 28, 2006)
Implementation n Once the programs are accepted by the communities we can move into an implementation phase
