The Social Welfare Training Centre (SWTC) § The University of the West Indies (UWI) Open Campus is one of the four campuses that make up the pillars of The UWI. The institutionally accredited campus serves the people of the region by offering higher, distance and continuing educational products, research and innovation and outreach services from all of its 44 physical locations across 17 English speaking countries in the Caribbean § The Social Welfare Training Centre (SWTC) is a unit within the Consortium for Social Development & Research (CSDR) of the Open Campus, UWI

The Social Welfare Training Centre (SWTC) § The mission of the Centre is to be a centre of excellence for the training of mature persons engaged in the field of social services in a wide variety of programmes designed to contribute to effective functioning of the family, youth and community development for the Caribbean societies § The Vision of the SWTC is to provide effective training for paraprofessional social work and community leadership practitioners, equipping them with the skills necessary to confront the challenges of present day Caribbean society and to expand research in social services and youth studies

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership § In 2002, when the Caribbean Community Climate Change Centre (CCCCC/5 Cs) was being developed with the assistance of the former University of the West Indies Centre for Environment and Development (UWICED), the SWTC entered into a partnership with UWICED to offer a series of training courses aimed at increasing the awareness and education of social workers who increasingly find that national sustainable energy, climate change mitigation and adaptation challenges are embedded with social challenges. The training also involved Introduction to Computers, as at the time, very few organisations or facilities on the Mona Campus had a computer training lab – UWICED did, and it could accommodate up to 25 persons. The courses also included project site visits. § With the closing of UWICED, the partnership continued through the CCCCC in 2005, when the CCCCC opened, and that relationship continues today, and has crossed over to the SIDS DOCK, established in 2009, and which in 2015, became the only intergovernmental organization with all the rights and privileges of a United Nations organization

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership § These courses were also developed in partnership with the Association of Development Agencies (ADA), one of Jamaica’s oldest and most sustainable NGOs. § In 2012, through an informal agreement, SIDS DOCK and the SWTC agreed to improve cooperation and collaboration among the partners relating to the management and implementation of national sustainable energy, climate change mitigation and adaptation human capacity building programmes and projects in a manner that supports cost-effective decisions, leverages efforts, increases efficiencies, enables the exchange of information and expertise, and enhances communication. § Over the course of the 15 -year joint partnership, the SWTC has trained hundreds of individuals from the public and private sector, who are making a contribution to society.

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership Courses offered to date: § Capacity Building for Project Cycle Management I – Basic Proposal Writing § Capacity Building for Project Cycle Management II – Project Monitoring & Evaluation § Integrating Gender Issues In Climate Change And In The Project Cycle: Tools For Community-level Action § Financial Management for Non-Governmental Organisations (NGOs) § Capacity Building in Advocacy Skills § Introduction to Environment and Sustainable Development

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership Areas of Cooperation Identified in 2012: SIDS DOCK and the SWTC have reached consensus that the initial focus of the partnership will be on defining opportunities/projects that address capacity building aspects of sustainable energy development and transition to a low carbon economy, including, but not limited to: § Development and implementation of Pilot Small-Scale Community Renewable Energy Projects (solar, biogas and PV-powered systems); § Development and implementation of Pilot Small off-grid Solar Photovoltaic systems for community buildings engaged in projectrelated training and capacity building activities;

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership Areas of Cooperation Identified in 2012: § Low cost technology for biogas generation from kitchen and agricultural waste for home lighting and cooking; § Community Energy Education Campaign to encourage individuals in the targeted communities to reduce the use of fossil fuels, increase the use of alternative energy sources and increase energy efficiency and conservation. § As Market Facilitation Organizations (MFOs) for Renewable Energy - Market facilitators work to stimulate markets to evolve in a way that increasingly involves and benefits both the producers and the businesses without becoming a part of the market themselves. They seek to catalyze ongoing pro-poor market improvement, while keeping ownership firmly among market actors and avoiding dependency

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership Areas of Cooperation 2017 and Beyond: § The University of the West Indies (UWI) has aligned its 2017 -2022 Strategic Plan around the 2030 Sustainable Development Goals (SDGs), and committed to, “Building a 21 st Century higher education regional system; ” § Through their Ministers of Education, Community Colleges in the Organisation of Eastern Caribbean States (OECS), requested more integral links with The UWI to help them develop in terms of: Governance; Quality Assurance; Financing and Fee structure; Staff Development; Library Systems; ICT Systems § Creating awareness of the SWTC as a centre of excellence in social work that also includes a focus on sustainable development, energy and climate resilience § Supporting SIDS DOCK in implementation of its 2016 -2022 Work Programme, and in particular, pursuit of “SDG 7 - Ensure access to affordable, reliable, sustainable and modern energy for all”

The Social Welfare Training Centre-Caribbean Community Climate Change Centre-SIDS DOCK Partnership Areas of Cooperation 2017 and Beyond: § In the near-term – to help with the development and launch, in 2018, of two, Pilot One-Year Certificate Courses in the Installation, Operation and Maintenance of Solar Photovoltaic (PV) Systems and Biogas Systems at community colleges in Antigua & Barbuda, Dominica, Grenada and St. Vincent and the Grenadines § In the short-term – to help develop a Capacity Building and Institutional Strengthening Renewable Energy and Energy Efficiency (RE& EE) Strategy at Community Colleges in the Organisation of Eastern Caribbean States (OECS) § In the long-term – to support SIDS DOCK, the CARICOM Energy Programme and the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) to upscale the Pilot Project across the Caribbean Region
