Basic project data Project title: Preparation of proposal (investment project) addressing disaster risk management due to Belarusian Nuclear Power Plant possible threats Main beneficiary: Fire and Rescue Department under the Ministry of the Interior of the Republic of Lithuania Objective of the project: The main objective of the project is to prepare an Investment Proposal addressing disaster risk management due to Belarusian Nuclear Power Plant possible threats based on the national capability gap assessment and consultations with national and international stakeholders and experts. Implementation period: 01. 08. 2019 – 31. 07. 2020 Financing of the project: The overall amount of the project is 344 632 EUR, European Commission’s co-financing is 327 400 EUR. Project is co-financed by DG ECHO. 2

Main activities 5 - to conduct capability gap assessment. All relevant national and local institutions will be requested to fill in a questionnaire. On the basis of the information collected analysis performed an overview of the national capability gap assessment will be drafted (September – November 2019); - to prepare an Investment Proposal. Based on the national capability gap assessment an Investment Proposal will be prepared. During its preparation phase consultations with national stakeholders will be carried out (October 2019 – February 2020), a workshop with participation of national and international partners and experts will be organised (8 April 2020), and a final conference to present project deliverables will be conducted (16 July 2020); - study visits to Finland Japan. Study visits with participation of 15 representatives from different institutions will be organised to Finland (2 nd half of October 2019) and Japan (March 2020) in order to exchange experiences and good practices in the area of nuclear and (or) radiological emergency preparedness and response.
Short description • One of the biggest concerns for Lithuania is the Nuclear Power Plant in Belarus • Belarus has violated the Espoo Convention in choosing a construction site for its nuclear power plant and had a number of serious incidents during the construction phase • Lithuania puts its efforts to enhance its preparedness and response to possible nuclear and (or) radiological accidents 6
Expected outputs • Investment Proposal is prepared • Investment Proposal consists of status quo analysis, project context, project content, feasibility and alternatives’ analysis, financial and economic analysis, sensitivity and risks analysis, implementation plan and assessment of possible financing options (e. g. European Structural and Investment Funds, European Investment Bank or other International Financial Institutions such as the World Bank) • Further implementation via European and (or) international instruments 7
