Preliminary Meeting November 2009 Boundary Review 2009

Acknowledgment � � � The WAFC would like to acknowledge the Department for Planning for their great contribution to the report and to the body of knowledge now available to all WAFC and WAFL staff. In 2007 the WAFC encouraged all Districts to engage in open and transparent discussions on possible boundary adjustments. The DFDC of the East Perth district deserve special recognition for initiating discussion along this line and for their assistance in the interim district boundary review in 2007. This review affected their common boundary with the Subiaco district and would not have occurred without their goodwill and broad outlook.

What was the Process Adopted For the Boundary Review Process? � The DFDC Chairs produced a paper to guide the process in May 2008. � This paper was agreed to by the WAFC through the WAFC Football Affairs committee who oversaw this process on behalf of the WAFC. � During 2009 all parties to the process were advised of the timeline and asked to prepare any submissions to the WAFC. � All Districts and regions were asked to make a written submission to the WAFC with their views on if and then how any boundary changes should occur by May 30 th 2009.

What was the Process Adopted? . . . cont � These papers were reviewed and data for the report collated during the period to September with a draft proposal produced in October 2009. This date allowed for all 2009 playing data to be included with the most up to date population data. � In November 2009 an offer was extended to all groups to meet with the Football Affairs Committee to discus any changes to the draft proposal. In this period DFDC’s were asked to confer with their bordering DFDC’s with the view to finding solutions to any identified problems.

What was the Process Adopted? . . . cont � These meetings were completed and the final report was endorsed by the WAFC at the end of November 2009. � Following the Final Decision of the WAFC all districts were notified of any changes that affect their District before publication of this report.

What were the Aims of the review? � The Boundary Review Panel have referred to the guidelines document produced by the DFDC Chairs and endorsed by the WAFC. � In 1. summary it is the aim of the review to Determine district areas that are approximately equal in population and where possible with enough registered players to provide viable competition.

Aims…. cont 2. That a future model is developed so that direction is given for each district in potential boundary changes into the future. 3. It is the intention of the group, that by taking into account the 2021 population projections, that only minor (if any changes) will be necessary prior to this time.

Variables as per Terms of Reference. ‣ ‣ ‣ Given the aim of a potential longer term between future reviews the male 5 -18 age bracket is the primary focus. Females are currently a very small percentage of the player market but because they make up approx 50% of the population their numbers will result in proportional increases to the district population numbers. Our Metropolitan District Model is based upon the player numbers in our junior competitions. This should be a key focus of this review along with balancing population numbers.

Variables …cont ‣ ‣ To maintain the integrity of the WA Player Pathway there is a need for population balance between the Regional areas and the Metropolitan Districts. The consideration of Socio-Economic factors and multicultural factors in this calculation makes this process extremely complex. It has been concluded by the WAFC that these issues are better accommodated through specific allocation of resources rather than making allowance for this factor through population concessions.

A New Approach to Boundary Reviews? ‣ ‣ A model to achieve desired outcomes for all Districts is one where each retains heartland clubs, plus an area for expansion that may contain new populations. Given the future growth of the Perth metropolitan area and Footballs inability to predict where this growth will occur the above can be achieved using a ‘spoke’ model.

Is there an Alternative Model? ‣ ‣ An alternative model to this is where districts have a permanent Heartland with a satellite area not geographically linked with it. While this may be an alternative it has obvious linkage issues with junior competitions and is not the preferred option.

The Review Data The starting point for the district boundary review was the current data for population and player numbers for boys. Player numbers used are based upon players resident in each district and not players who play at a district club. This will discount players at a club who live outside the District. The Review data was the 2009 player numbers. AFL census data was used for AFL Auskick numbers, actual numbers were used for metro player numbers and teams by 25 for regional numbers.

The Review Data …cont The population data used was the 2008 ABS Estimated Residential Population (ERP) data. This is most accurate and the latest currently available. Forward population estimates from the WA Department for Planning were also used. ERP data for 2016 and 2021 data has been included.

Is there a need for Change? The data indicates that Subiaco and East Fremantle clearly have low population numbers and low playing numbers. Further, the data indicates Swan Districts and South Fremantle have the highest population and high playing numbers. There is no strong case, based upon the data, to change other districts. The population numbers and playing numbers are relatively close. This has been supported by the Districts requests in this regard.

How many Potential District Males aren’t Playing? ‣ ‣ This current data can also show the size of the potential player market for each District. Despite big increases in participation in recent years even the best metropolitan districts have only 30% of boys playing football between the ages of 5 and 18 years.

Summary of Regional requests The Proposal from Swan Districts to acquire the Kimberley was discounted as their population numbers and player numbers do not support any increase in the district size. Further the WAFC feels that the current arrangements is working well. The Kimberley RFDC also requested no change to the current alignment. The request from the South-West RFDC supporting the SWFL request to reduce the number of zoned WAFL clubs was considered. However it was considered that management issues were less of an obstacle than the need to maintain a balance of population within each District and Region. Kojonup FC has moved from the Great Southern League to the Lower South West FL in 2008 and therefore will be rezoned to the East Perth District under recommendation of the WACFL. The West Perth request for a major regional centre was not achieved in favour of maintaining their metropolitan heartland.

Thanks � � The initial proposals received from each district were well thought out and provided a sound basis for the progress of this report. Following the draft proposals released to each District Executive, 5 Districts took the opportunity to meet with the WAFC Football Affairs Committee to discuss further options. The quality of these presentations and the strategic level of discussion was outstanding. The solutions determined reflect great credit upon the people involved. The final solution has been reached with a great sense of satisfaction that the result has been achieved by joint participation.

Future Recommendations from this Review � � � The Spoke model has been accepted by all participating Districts and Regions. It provides some direction and should be used by each District as a tool for future planning. Careful attention needs to be focused upon the Claremont District who do not fit the spoke model as presented. The special circumstance produced by the PSA schools in their District and their two geographically extreme Country zones place them uniquely within the WAFC District model. Each District should monitor their populations closely and keep annual reports on the level of participation. School participation in organised competition is as important as community football in introducing children to Football. That the focus for all Districts is the percentage of junior and youth (Girls and Boys) who DON’T play. Decreasing this percentage will result in greater player numbers, more clubs and more teams for sustainable intra-district competition.

Future Recommendations from this Review � � It is recommended by the Football Affairs committee that the best way to tackle some of the Socio-economic and multicultural issues is to work through the schools that house these groups. That the emphasis on districts playing stand alone competitions be reduced and cross district competition in the youth age group be encouraged. This may assist future boundary reviews and also follows the youth feedback regarding variety of competition and their interest in it. (WAFC Youth research 2008). The WAFC will develop a cross District competition proposal for youth Football involving all metropolitan districts. The issue of facility use is of concern for all districts. Where a playing field is available for use even if it outside of a District, then it should be made available for Football use.

The Football Family Harmony. ‣ ‣ It is essential that all District Stakeholders ensure the smooth implementation of any changes resulting from this review. Each DFDC should establish departure and induction strategies to assist the transition of clubs into their new District. It is essential for all continued Football Harmony and growth that all clubs continue to feel strongly supported by the Football Family. The emotion that can be created must be managed.
