Preconstruction Engineering and Design Phase (PED) • • • PED is the period from when the Major Subordinate Command (MSC, i. e. , Division) completes the Feasibility Study (FS) Public Notice (i. e. , completion of the FS) till Congressional authorization of construction. Even though a Final CAR should have been provided during the feasibility stage during this stage, because further detailed planning is continued, a draft and final CAR should also be provided for any of the PED stage planning documents (when applicable). Documents produced in PED* are: – General Re-evaluation Report (GRR) and Limited Re-evaluation Report (LRR): These are prepared if the project requires reformulation or major revision. NEPA documents may/are needed. – Engineering Design Report (EDR) is prepared if a supplemental Engineering Report in a FS/GRR/LRR contains minor changes. This is an implementation document and is approved by the DE. – Design Documentation Report (DDR) is a record of a final design and is the basis for the Plans and Specifications (P&S). It will cover the PED and construction phase. This is an implementation document and is approved by the DE. – FWS 2(b) reports during this stage can range from one analogous to those prepared during the FS to a short supplement to the FS 2(b) report. Complexity/revisions result from changes to impacts and our recommendations and/or length of time since completion of the FS. The basic coordination procedures for PED can also be followed after project authorization and during construction, if design changes occur. – P&S undergo ESA consultation during District review; this usually occurs in the construction phase. Compliance with NEPA and FS or other planning documents should also be reviewed. Completion of construction will result in Operation and Maintenance (O&M or OMRR&R) manuals and Water Control Manuals – FWS should review draft manuals that could impact trust resources. *If project design or construction is done via contractor for the non-Federal sponsor, the Corps must still coordinate with the FWS
