COVID Concerns • ESH and Lab senior management concerned by local trends and sharp uptick in number of cases reported to ESH/Medical. • Response discussed by sr. management Mon, Tues this week. No labwide measures taken but asked Divisions to mitigate. – e. g. , ND had already paused all proximity work • Please re-enforce PPD All-Hands message with your Departments: – Only come on-site if your work requires it: Essential list is not a blank check. – Redouble vigilance wrt COVID safety while on-site – People should only be within 6 ft for more than a brief moment if absolutely necessary and only if a proximity HA is in place and only if additional PPE. • My main concerns: – Work areas where density of people is routinely too high. – Laxity wrt masks, distancing, and use of density-management tools. • ESH-mandated walk-throughs of all areas just started. • Evolving conditions may lead to lab-wide or DOE-mandated measures. – PPD Return to Work group prioritizing Essential personnel, looking preemptively at 25 -30% roll-back. Centralized Facilities Management (CFM) • • PPD Building management tasks/responsibilities transitioning to FESS. DOE looking for greater lab investment in infrastructure Lab looking to do that while gaining efficiency through centralization PPD looking for greater investment in maintaining our aging infrastructure while mitigating concerns about autonomy (priorities) and impact on personnel • Details of how this will work under continuing discussion: – – What will be covered by FESS vs. the Division What resources will stay in the Division vs transfer to FESS Interface (liasons) between PPD and FESS Personnel • More to come. 3 PPD Dept Heads Meeting 10/28/20

PPD Headcount Evolution • • • Division is down ~30 heads from peak of June 2019. Don’t have sufficient personnel to carry out assigned tasks on projects, operations, research. Ended FY 20 six heads below our Feb. 2020 projection, ~in budget. FY 21 Projection includes approved but not requested reqs*, some attrit. *~12 approved reqs for FY 21: 7 postdocs, 3 ASIC engineers for Quantum, g-2 operator, Astro Guest Scientist.
