2011 Census - carried out in April 2011 (as on 31 March) - fully traditional method (paper questionnaires, face-to-face interview) - preliminary results published in June 2011 (4 290 612 inhabitants; 1 535 635 households; 2 257 515 dwellings) Page 2
Existing registars (evidences) in Croatia • • significant number of registers maintained by various state institutions regulated by different lows no connection between them
Registers relevant for census (contain census variables + PIN) • Evidence of permanent and temporary residents (Ministry of Interior) - significant surplus of persons (persons who leave country are not obliged to un-register; not all dead persons are deleted. . ) - legaly impossible to delete persons without their consent
• • Registers of Births, Deaths, Marriages Central Register of Insured Persons Register of Tax Payers Health Insurance Register Pension Insurance Register of Unemployed Persons Register of Disabled Persons Business register
Register of Spatial Units • maintained by the State Geodetic Administration • by the level of house number • no connection with dwellings
REGISTERS THAT DO NOT EXIST • Dwellings register • Buildings register • Register of education
SAMPLE SURVEYS CONTAINING CENSUS VARIABLES • Labour Force Survey • Household Budget Survey • SILC (small sample, data relevant on the state level)
LINKING DATABASES WITH CENSUS VARIABLES • Unique PIN exist in all basic databases on persons • No legal background to link databases or to exchange data (No low on Central Register)
GOOD NEWS • New Low on Residence is in procedure - more severe regarding fictive residents - easier to delete persons not living anymore on certain address
• Working Group for Basic Registers and Electronic Data Exchange (formed in March 2012 by the Government)
Task: • to define a Central List of Basic Registers with all relevant information (content, coverage, data collection, etc. ) • to define legal and techical bacground for central system of data excahange • to conduct pilot on few basic registers
Expected results (by the end of 2013) • to propose legal background that regulates central system of basic registers • to create central system for data exchange with all security aspects • to create organisational frame for maintaining central system for data exchange
Future plan for using registers for census • further development of register system (not only for census) • register based census in 2021? Probably not. • Most probable: 2011 Census is the last one with only paper questionnaires and face-toface interview) • 2021 Cenus: use of internet, self-enumeration. . . to be define
