Survey basics • Conducted in Spring 2008 • Update on previous survey • To cover central & directorate policy & performance functions • Asked about areas of responsibility covered; staffing numbers, cost & reporting lines. • 12 boroughs responded (down on last time - 16)
Problems encountered • Not a full sample • Not enough data supplied on directorate teams to give any feedback • Re-structuring in some boroughs • Budget data mostly missing
Results (1) • • Caution re sample size All structured very differently! No one size fits all model Structures seem to be individual to each authority • Policy & Performance functions are not uniformly either structured – some joined some split
Results (2) • Policy & Performance functions are not uniformly either structured – some joined some split • Sizes vary between 4 and 22 staff for central functions • Most report through a director rather than direct into CE • Most hold a LAA function. • All lead on CAA/CPA/Inspections
We are multi skilled • We structure differently; but we cover a wide range of subject areas. • We look at Policy, performance, research, legislation, statistical analysis, project management, service planning, community strategy • We do not tend to cover; economic analysis, scrutiny, equalities, complaints consultation risk – though some do!
Questions to ask ourselves • Is individuality of structure a good thing or not? • Does it mean that structures are aligned to CE style or authority need so work? • Or does it mean we are missing efficiencies and synergies by being different • Does lack of directorate information mean we don’t really know or are the resources here scarce or very integrated into other roles so hard to quantify/identify?
