The following six hallmarks of an effective and successful partnership underpin the new minimum standards: ØEmpowered and effective leadership. To ensure that there is the right level of representation and involvement across all CDRPs/CSPs ØIntelligence-led business processes. To ensure decision making is based on good and up to date information ØEffective and responsive delivery structures. To enable partnerships to respond quickly and effectively to needs of their communities ØCommunity engagement. To ensure that local people are informed, consulted and involved ØVisible and constructive accountability. To make CDRPs/CSPs more accountable to local people ØAppropriate skills and knowledge. Longer-term programme from April ’ 08 onwards: • HO and GO to review introduction of national standards and hallmarks • Update good practice examples as appropriate • Begin process of assessing performance via APACS. Reforming the Crime and Disorder Reduction Partnerships Third Annual Conference: Reducing Anti-Social Behaviour and Increasing Respect 17 October 2007 Overview of APACS vision and aims Simplification of HO arrangements: a single framework to assess the key services delivered by the police working alone or in partnership. Alignment with related frameworks of ‘other government departments’ and ‘non-departmental public bodies’, integrated across wider arrangements to manage and support performance. Improved quality and range of performance indicators reflecting (e. g. ) PSAs / other priorities, relative seriousness, Vf. M and equality. Fewer performance indicators and targets with more shared indicators and targets between delivery partners. Better balance of accountability with more space for local flexibility and a reduced demand for data by central government.
