Polar Continental Shelf Program (PCSP or “Polar Shelf”) • Established in 1958, the Arctic logistics business line is mandated through the Resources and Technical Surveys Act (1994) to: “coordinate logistics support and provide related assistance for the purposes of advancing scientific knowledge of the Arctic region and contribute to the exercise of Canada's sovereignty in that region and its adjacent waters. ” (para. 8(1)). • Established in the 1930’s, the Geological Survey of Canada’s Technical Field support services was added to PCSP as the equipment business line in 2007. TFSS provides the equipment for PCSP’s Arctic logistics science clients as well as many others across Canada. 2
PCSP MANDATE • In accordance Natural Resource Canada's legislative authorities, Polar Continental Shelf Program coordinates field logistics in support of advancing scientific knowledge and management of Canada's lands and natural resources. As a national service delivery organization, Polar Continental Shelf Program coordinates logistics for Canadian government agencies, Provincial, Territorial and northern organizations, universities and independent groups conducting research, particularly in Canada's North, and through this work, the Polar Continental Shelf Program directly contributes to the exercise of Canadian Arctic sovereignty. 3 3
VISION and MISSION • VISION - To be recognized, both domestically and internationally, as Canada's Centre of Excellence for logistics support over the Canadian land mass with a strong emphasis on contributing to the performance of science and the exercise of sovereignty in the Canadian North. • MISSION – To provide safe, efficient and costeffective logistics services in support of Government priorities and economic prosperity. 4 4

PCSP’s Arctic Logistical Services • PCSP arctic logistical services include: • Coordination of air transportation to field camps • Aircraft (fixed wing and helicopter) support including fuel for field camps • Loan and storage of field equipment • Accommodations and working/storage space at the PCSP Resolute facility • Laboratory facilities at Resolute • On-going communications with clients out in the field • Advice on licensing and permitting • Equipment (through TFSS) 6
PCSP’s Technical Field Equipment Services • PCSP provides specialized and rugged field equipment to remote research camps • $6. 8 million inventory of equipment (e. g. , tents, clothing, communication equipment, ATVs, boats, GPS units, generators and firearms) • Responsible for all phases of the life cycle management of field equipment (i. e. , determining the requirements and procuring, receiving, identifying, cataloguing, shipping, repairing, maintaining and disposing of items) Resolute • A fee-for-services delivery model is used Ottawa 7
Polar Continental Shelf Program 2011 Season Projects Resolute DRDC’s Project Northern Watch in Gascoyne Inlet identifies and characterizes combinations of sensors and systems for cost effective surveillance of the unique maritime environment of the Canadian Arctic. PCSP supports over 150 projects and 1100 scientists every year Science projects range from anthropology to zoology and everything in between 8

Geo-mapping for Energy and Minerals (GEM) is a federal geological mapping initiative focused on the North examining hydrocarbon and mineral potential. 10

Opprotunity for DND and PCSP • • Extension of existing HF network Increase level of safety for northerners and whole of government solution to many issues including search and rescue coordination. Where are we at with our plans relating to HF and CFATC? • Yesterday we met with DND to open initial planning conference with CFATC • Approximately 1 month ago we conducted with support of our legal survey branch in NRCan a survey of proposed new Tranciever site for CFATC • Our intention is to secure land lease to permit a permanent Tranciever site west of the base approximately 250 m. Dimensions will be appox 250 m. • We are on track to open the CFATC 2013/4 17
Strategic collaboration with DND • The PCSP/NRCan-DND collaboration will: • Allow PCSP to extend the facility operating season and increase the capacity of the facility thus increasing levels of support available to arctic researchers • Demonstrate Canadian public values of cost-effective operations by government departments • Strengthen the positive relationship between the federal government and the community of Resolute • Provide direct benefits such as more demand for services, jobs on the project, and environmental improvements 18
What’s next for PCSP • PCSP has over 50 years of expertise in arctic logistics and is providing essential support to scientific field studies throughout the Canadian Arctic. • Collaboration with DND creates operational efficiencies and extends the capacity of PCSP to support science • PCSP is working with Aboriginal Affairs and Northern Development Canada on a model for delivery of logistics for science supported out of the High Arctic Research Station in Cambridge Bay • Through the Arctic S&T Strategy discussions, options are being considered as to how to best maximize use of all federal infrastructure assets in the Arctic (including Eureka and possibly Alert) 20
