Background • In August 2018 the PNA Ministers endorsed development of the PNA electronic monitoring EM Program. • The office of the PNA has been tasked to develop the program as matter of priority. • Four PNA Parties that have implemented EM trials since 2014

PNA EM Discussions • The discussions on EM within the PNA commenced in February

PNA EM Discussions • The discussions on EM within the PNA commenced in February 2017 • There have been 3 short workshops held between 2017 to date. • The PNA Parties have formed a small working group (PNA EMWG) chaired by FSM to progress the development of the program, meeting as recently as two weeks ago.

PNA EM Discussions • Early PNA work on EM has looked at a generic cost recovery model for the Parties. • The PNA EMWG has started to consider the elements of a PNA EM Program that are consistent with the draft regional EM policy skeleton. • The review rate for both science and compliance has been discussed by the PNA EMWG.

PNA EM Discussions • The minimum data review rate will in principle be set at 20% of randomly selected sets per trip with risk based assessment for compliance review. • The PNA has requested from SPC as to the rationale for the recommended 20% data review rate (SPC presentation). • FIMS/i. FIMS will be the PNA platform for EM data, and an EM module within FIMS has been constructed. • The discussion on EM data management structure within PNA is ongoing and is work in progress by the Parties. • The PNA EM is nationally driven however built around regional standards to allow for data management and sharing.

PNA EM Implementation • The PNA see the application of a PNA wide EM program be implemented on all licensed longline vessels fishing in PNA waters and adjacent high seas. • Presently the PNA parties EM experiences are not uniform across the membership and expectation is for a phased implementation process, subject to cost recovery. • To conclude PNA continues to develop its EM program but fully recognize that many standards must be compatible in the context of the region and the WCPFC.
