PMAY- (Gramin) - Salient features Go. I has restructured IAY Housing scheme into Pradhan Mantri Awaas. Yojana–Gramin (PMAY-G) as part of the Government’s mission “Housing for All by 2022” and being implemented from 2016 -17 onwards. Key features of PMAY – G : • The Mo. RD, Go. I has been allocating houses to the State based on Socio Economic Caste Census (SECC) data duly following 13 point exclusion criteria. • Beneficiaries shall be selected from eligible SECC 2011 data provided by Mo. RD, Go. I after validation in Grama Sabhas. a) Mode of construction : b) Plinth area Beneficiary mode. : Plinth area is 340 Sft including IHHL c)Unit cost provided by Govt of India: Plain areas : Rs 1, 20, 000/- (9 districts) IAP areas : Rs 1, 30, 000/- (Srikakulam, Vizianagaram, Visakhapatnam & East Godavari districts). • Unit cost is shared by GOI and State Govt. in the ratio of 60: 40 respectively. • Go. AP has decided to sanction 50, 000 houses under PMAY-G scheme to eligible Awaas+ households under “ Navaratnalu-Pedalandariki Illu” scheduled to be launched on 25. 12. 2020 in 8 constituencies which are not covered under Phase-I. 2

PMAY- (Gramin) - Salient features …Contd… d) Caste wise allocations : • • SC & ST - 60% , Minorities – 15% (As per 2011 census % of Minorities in AP state is 5. 98%), Balance houses to others (34. 02%. ) 5% of the houses in each category are to be sanctioned to differently abled persons (with at least 40% disability). e)Eligibility/Selection of Beneficiaries for sanction of house under PMAY – G Scheme. • Identification of beneficiaries based on housing deprivation parameters as per SECC 2011 data. • Houseless households and households living in zero, one and two room kutcha house as per SECC 2011 to be provided assistance subject to the exclusion process. • Within the priority groups, deprivation scores will be calculated from socio economic parameters and household with higher deprivation score will be ranked with in the sub groups. • Separate Priority lists will be prepared satisfying the principles of prioritization for SC , ST, Others and Minorities. Priority will first be assigned on the basis of parameters reflecting housing deprivation in each category viz SC/ST, Minorities and others. 4

The following are the 13 points for exclusion. 1. Motorized 2/3/4 wheeler/fishing boat. 2. Mechanized ¾ wheeler agricultural equipment 3. Kisan Credit Card - credit limit Rs. 50, 000 + 4. Household member government employee 5. Households with non-agricultural enterprises registered with Govt. 6. Any member of HH earning more than Rs. 10000 per month 7. Paying Income Tax 8. Paying Professional Tax 9. Owns a refrigerator 10. Owns landline phone 11. Owns more than 2. 5 acres of irrigated land with one irrigation equipment 12. 5 acres or more of irrigated land for two or more crop seasons. 13. Owning at least 7. 5 acres of land or more with at least one irrigation equipment. 5

PMAY- (Gramin) - Salient features …Contd … • The list of households proposed to be included. • After deletion and inclusion of households by Appellate Committee after disposal of all cases GP wise Permanent Wait List for each category with a distinct rank for each household will be published on notice board of Gram Panchayat and advertise widely. The Permanent Wait List will be entered on the website of PMAY-G(Awassoft). Eligiblity critera for PMAY-G: Beneficiaries to be selected from Permanent Wait List (PWL) only. Beneficiaries having Aadhar Card. I has allocated houses to States in proportion to SECC 2011 data. • District wise allocations were also made in proportion to the eligible SECC 2011 data in the District. • The final list of beneficiaries shall be prepared by District Collectors and accord Administrative sanction. • The names of beneficiaries have to be uploaded in the websites of APSHCL and Mo. RD, Go. I (Awaas. Soft). i)Issue of sanction letter to beneficiary: • The beneficiary will be registered on MIS-Awaassoft with details of bank account , Name of the nominee , MGNREGA Job card number, Aadhar number , Mobile number. • After registration of beneficiary details and validation of bank account details individual sanction proceedings will be generated for each beneficiary with PMAY-ID and Quick Response(QR) code. The sanction order may be downloaded from PMAY-G website using PMAY-ID or collecting from Block level office(Mandal). 7

PMAY- (Gramin) – Salient features …Contd f)Geo Tagging • Geo tagging of PMAY-G house made mandatory to ensure transparency in implementation of scheme. • State Govt. officials at Block level should capture geo reference photograph of the beneficiary in front of the house where the beneficiary is currently living, followed by Geo tagged photograph of the land on which beneficiary proposes to construct the house through mobile application Awaas. App upload it on Awaassoft. • To upload Geo tagged photographs of the house at other levels of construction as decided by the state are also to be captured. • Geo tagged house at each stage with beneficiary standing in front of the house. • constructed with official PMAY-G logo displayed. g)Type design: • Suggestive type designs are made available to the beneficiaries with flexibility to choose appropriate Type design based on the site conditions with minimum plinth area of 340 sft. 8

J)Release of assistance in installment to the beneficiary: • First installment must be mandatorily paid at the time of sanction. • First installment will be released to the beneficiary electronically to the registered bank account within 7 days from the date of issue of sanction order. • Installments may be paid to the beneficiary as decided by the state at Basement level(BL), Roof Level (RL), Roof Cast(RC) and Completed(Comp). Time limit for completion of house constructed by beneficiary: • The construction of house should be completed within 12 months from the date of sanction. Display of official PMAY-G logo on house constructed: • Mo. RD , Go. I has directed to ensure display of official PMAY-G Logo on PMAY-G house depicting the following details. The logo shall either engraved on wall or painted with stencil with colour combination to be maintained to the extent possible. Transparency measures under PMAY-G • Display of eligible beneficiaries in Permanent Wait List(PWL) of PMAY-G in Govt. of India website. (www. pmayg. nic. in) • Aadhar validation is done to select genuine and eligible beneficiaries so as to avoid duplication. • Construction of houses is taken up by the beneficiary himself / herself. No middleman is allowed. • All the houses are geo tagged before commencement of construction and at various stages during construction of house. • Payments are released to the Aadhar linked Beneficiary individual bank account through National Payment Corporation of India (NPCI). • SMS alerts are sent to the beneficiaries’ registered mobile numbers regarding sanction of house and payments. • Beneficiaries sanctioned by Collectors at district level are registered in Housing web site (https: //housing. ap. gov. in) and the physical and financial progress will be monitored. • Display of PMAY-G official Logo on the each house constructed. • Complaints of the beneficiaries are being redressed through State level call center. • Social audit to be conducted for all houses as per guidelines communicated by Go. I. 11
