What are the needs, problems, or issues being addressed? What outcomes are desired? What resources are available to reach goals? What constraints should be taken into account? What alternate methods could be used to meet the objectives? ▫ What are the best methods for meeting program objectives? ▫ What steps need to be carried out to meet each objective? ▫ How can success be evaluated?
