Comp Plan 101 CURRENT Ch 163. 3167, F. S. STATUS 1. The several incorporated municipalities and counties shall have power and responsibility: (a) To plan for their future development and growth. (b) To adopt and amend comprehensive plans, or elements or portions thereof, to guide their future development and growth. (c) To implement adopted or amended comprehensive plans by the adoption of appropriate land development regulations or elements thereof. (d) To establish, support, and maintain administrative instruments and procedures to carry out the provisions and purposes of this act.

Comp Plan 101 EVALUATION AND APPRAISAL Florida Statutes Chapter 163. 3191 • Requires every

Comp Plan 101 EVALUATION AND APPRAISAL Florida Statutes Chapter 163. 3191 • Requires every jurisdiction to review their Comprehensive Plan every 7 years against relevant changes in State Statutes and changes in local context. • This review period is called the Evaluation and Appraisal (EAR). • Any necessary amendments to the Comp Plan that come out of this process are called EAR-Based Amendments. • The state manages a list of dates by which every jurisdiction has to indicate to the Department of Economic Opportunity (DEO) of their intent to conduct EAR-Based Amendments. The jurisdiction then has 12 months to transmit the Amendments back to DEO.
