Exercise Objectives • Conduct training ▫ Proactive NIMS ICS Planning Cycle Process ▫ NWACP ▫ Phillips 66 WA ICP �Includes Idaho State Assets • Exercise Phillips 66 Tier 1 and 2 teams • Initiate exercise with 201 briefing • Transition from Initial Response to Unified Command: ▫ ▫ Phillips 66 US EPA Region 10 ID State Local

Exercise Objectives • Unified IMT utilize NIMS ICS Planning Cycle process to conduct a Tactics Meeting • Utilize IAP Software to support the development of the Incident Action Plan • Exercise the Phillips 66 Claims process • Prepare for and simulate a Media Briefing • Develop a draft pipeline repair plan

Lessons Learned What Went Well • Impressive participation (Federal, State & Local agencies, Tribe and Phillips 66) • Evaluators received valuable feedback and involvement from players • Players exhibited a high sense of purpose and professionalism during the exercise • LNO and JIC came together really well and provided great service for VIP visit

Lessons Learned What Went Well • Great to have the JIC/LNO workshop session on Tuesday to meet all the players and exchange information • Press conference went well Well organized and structure in place • Environmental Unit training prior to exercise

Lessons Learned What Went Well • Print capabilities • Interaction between groups/sections • Having technical specialist, Law Enforcement and Local Contractors at the table • OPS deputies • The 234 process

Lessons Learned What Went Well • People tried to get everything done quickly/timely • There was good communication between the sections (Rainbow Effect) • Experience of group - safety/security had good experience as well as experience from Operations

Lessons Learned What Went Well • The objectives and priorities were on the mark, and gave good direction for the operation • Gained better understanding of the agencies processes

Lessons Learned Opportunities to Improve • Create an email address for Control to capture exercise data • Objectives should be more strategic and less tactical ▫ Understanding the process for developing objectives • Better understanding of shifts as opposed to Operational Periods

Lessons Learned Opportunities to Improve • Training ▫ Need additional training and practice in the ICS process ▫ Focus on Planning cycle (both Reactive and Proactive) meetings with agenda, desired outcomes and deliverables ▫ Position specific training would be beneficial

Lessons Learned Opportunities to Improve • Better space/layout with more space for JIC • Better definition on who was in each role during the initial response • Capture the process for releasing the initial press briefing • Template on information DOT PHMSA will need up front (asset integrity has began to develop one)

Lessons Learned Opportunities to Improve • Connectivity - issues with internet, phone service • Need to develop GRPs for local area • Have a projector to show updated maps on a display • Preload the local response equipment and make them easier to pull up.

Lessons Learned Opportunities to Improve • Examples of finished "products" or forms in order to learn • Too many people in the initial incident • Would like to have situational updates on the hour

Lessons Learned Opportunities for DEQ to Improve • Develop Environmental Unit job aid • Additional oil spill response training & exercise participation in the regional offices • SCAT training in the regional offices • Develop cleanup end states/standards for pipeline products
