Standards and Criteria for Loyal Determination: - In Determining whethere is reasonable doubt as to the loyalty of any individual to the Government of the Philippines or its duly constituted authorities, activities of one or more of the following is considered: • Sabotage, espionage or being associated with spies and/ or saboteurs. • Treason or sedition • Armed Revolution • Intentional and unauthorized disclosure to any person, under circumstances which may indicate disloyalty to the Republic of the Philippines, of Classified matters or of information of an non-public matter. • Performing his duties as to please other countries rather than of the Republic of the Philippines • Membership of those groups that of which purpose are to reform the Government through the use of force, organization of dictatorship in nature, Communist Groups or organizations of other countries with the sole purpose of espionage , sabotage and other matters that which is disadvantageous to the republic of the Philippines. • Refusal to testify upon courts, congressional committee or any duly authorized agency of the government.
