Purposes of the Act n Develop challenging academic and technical standards and related challenging, integrated instruction

Purposes of the Act n Promote partnerships (education, workforce boards, business, industry, etc. )

What is CTE? n n Change in definition to eliminate the focus on sub-baccalaureate careers (does not impact $) Emphasis on preparation for postsecondary education and employment Preparation not on ‘job’ preparation but on ‘academic and technical’ preparation Increased emphasis on achievement of a degree, certificate or credential

What’s New n Programs of Study (aka career clusters or career pathways) n Focus on high skill, high wage, high demand relate to regional economy

A Focus on Transition n Increase transition from 2 to 4 year college n Focus on articulation

Connecting the Dots

Increased Accountability n New accountability provisions are a reminder that: ¨ Funds are not an entitlement ¨ Use of funds must be flexible and responsive to the accountability data that is collected

Increased Accountability ¨ Separate secondary and postsecondary measures ¨ New tech prep indicators ¨ Performance levels at state and local levels ¨ Sanctions

Increased Accountability n n Data reported must be disaggregated by population groups as described in NCLB Achievement gaps must be identified and quantified

Consolidation or Coordination? States can choose to merge basic state grant and tech prep funding streams. n Congress has an expectation that we will do a better job of communicating and working together within the CTE family regardless of funding streams. n

Will there be regulations? n OVAE to OMB: ¨ n “The Secretary recently decided that she does not wish to regulate on the Perkins Act at this time. The Department will reassess the need for regulating on the Act later in the calendar year. ” State plan guide released the same day indicates that regulations are likely.

State of states n n Transition plans rather than 5 year plan. Split of funds remains close to 60/40. Wide variation of ‘negotiation’ with locals. Cautious transition to programs of study.

State of states n n What is happening with Tech Prep? Increased use of reserve fund. Increased link to labor market demand. Innovations.

National Resources n n New NAVE - National Assessment of Career & Technical Education. Panel has been selected and held first meeting. New National Center competition underway
