OBJECTIVES • . • With the overall aim to protect the euro against counterfeiting, Pericles works to raise awareness and to act as a catalyst for closer cooperation between relevant structures and staff. It also seeks improving the general understanding of relevant European and international laws and instruments. The aim is better protection for euro banknotes and coins in Europe and worldwide – by ensuring anticounterfeiting measures throughout the EU have equivalent effect while respecting distinct national traditions and by improving cooperation between authorities. This project is funded by the European Union A project implemented by the HTSPE consortium

ACTIVITIES The Pericles Programme funds exchanges, assistances and training for authorities, banks and others

ACTIVITIES The Pericles Programme funds exchanges, assistances and training for authorities, banks and others involved in combating euro-counterfeiting – both in the eurozone and in EU countries outside the euro zone • Awareness raising actions on legislation related to the protection of the euro • Training related to legislation, cooperation, investigation and security features of the euro • Exchange of information, in particular through organising workshops, meetings and seminars, targeted placements and exchanges of staff of competent national authorities and other similar activities. The exchange of information will be targeted inter alia at: – methodologies for monitoring and analysing the economic and financial impact of counterfeiting; – operation of databases and early warning systems; – use of detection tools with computer back-up; – enquiry and investigation methods; This project is funded by the European Union A project implemented by the HTSPE consortium

ACTIVITIES • • Scientific assistance; Protection of the euro outside the European Union; Research activities, and provision of specific operational expertise; Technical, scientific and operational support, including any measure which establishes teaching resources at EU-level (handbook of EU legislation, information bulletins, practical manuals, glossaries and lexicons, databases, especially in the area of scientific assistance or technology watch) or computer support applications (such as software); Relevant studies with a multidisciplinary and transnational dimension; Financial support for cooperation in operations involving at least two States when such support is not available from other Programmes of European institutions and bodies. Grants to finance the purchase of equipment to be used by specialised anti-counterfeiting authorities for protecting the euro against counterfeiting. PARTICIPATION ELIGIBILE COUNTRIES The programme, besides Member States, is open for candidate or other third countries with existing agreements. The participation of countries, where the euro circulates as an official currency, is particularly encouraged. PARTICIPATION TARGET GROUPS Pericles primarily provides assistance to: • national law enforcement agencies, national central banks and issuing institutions and judicial authorities in the public sector and • commercial banks, money exchange offices and the cash-operated industry in the private sector. The Programme shall target participation of the following groups: • staff of agencies engaged in detecting and combating counterfeiting (in particular police forces and financial administrations at national level); • intelligence personnel; • representatives of the national central banks, the mints, commercial banks and other financial intermediaries; • judicial officers and specialist lawyers in this field; • any other group of specialists concerned (such as chambers of commerce and industry or comparable structures capable of providing access to small and medium sized enterprises, retailers and cash-in-transit companies). PARTICIPATION APPLICATION PROCEDURE • Centralised direct management by the Commission • Pericles is implemented and coordinated by the Commission/OLAF in close cooperation with the Member States. Coordination covers initiatives taken by other bodies, in particular the ECB and Europol. Calls for proposals are published annually. Member States' competent national authorities or the Commission can present proposals • Applications are submitted through the Calls for proposals which will set out the measures needed for their implementation, the priorities of calls for proposals and all other elements required.
