Performance Targets for MN Demonstration Beyond St Paul
Performance Targets for MN Demonstration & Beyond St. Paul MN PPSI Stakeholder Meeting May 1, 2008
Context for Performance Targets • Small Group of PPSI Stakeholders • Need to be able to measure progress • Some effects are difficult to measure in a 1 -yr. timeframe • Data and experience is limited in many areas • Demonstration project experience should shed light on adjusting subsequent targets • No penalties if MN demonstration targets are not met
Performance Target Categories • • Education Reuse Collection Markets
Measures within Categories • Various number of measures per category • For each measure: – Is there baseline data available? What are we going to try to measure? And how would we generate the measurement data? • Certain 1 -Yr. targets have yellow highlighted text → Need to discuss with PPSI Stakeholders (probably others as well)
Additional Context & Word Usage – All targets need to be re-examined at the end of the MN project, as well as every <how often? > to be reexamined in the future (thinking about the national system as well as the future in MN). – Non-RCP (Non-Recycled Content Paint) quality leftover latex = latex paint that has been frozen, has biologic growth, dried out, or otherwise unsuitable for use as feedstock for recycled-content paint, see GS 43. It may still have value as input to products such as concrete manufacturing, adhesive formulation, or other secondary recycling markets.
Education Performance Target Do we have a baseline for data? What to Measure? Method (how to get the measure) MN Demonstration 1 -Yr Target Paint Waste Elimination No Effectiveness of Campaign: Awareness, Influence Credibility, Action Before/Interim/ Set future targets After Surveying based on pilot % in MN Paint Waste Reduction Yes Consumer waste paint coming into collection Survey consumers about direct reuse Paint Management System Customer Awareness No Effectiveness of Campaign: Awareness, Influence Credibility, Action Before/Interim/ Set future targets After Surveying based on pilot % in MN Consumer based reuse increased 20% MN 5 -Yr MN 10 -Yr Target
Reuse Performance Target Do we have a baseline for data? What to Measure? Method (how to get the measure) MN Demon -stration 1 Yr Target MN 5 -Yr Target MN 10 -Yr Target Consumers Measure area to paint 25% of time Consumers Measure area to paint 35% of time Paint Waste Elimination Yes Consumer paint purchases Before/After Surveying in MN Consumers Measure area to paint 15% of time Paint Waste Reduction Yes Consumer waste paint coming into collection Survey consumers about direct reuse Consumer based reuse increased 20% Paint Management System Customer Awareness No, assumed to be very low or zero now Awareness of the paint program and major points of ed. outreach Before/After survey in MN TBD by marketing experts Yes, now its 5 -7% in MN HHW Reuse data Tracking reuse at collection points Reuse programs increase to 20% Reuse
Collection Performance Target Do we have a baseline for data? What to Measure? Method (how to get the measure) MN Demonstration 1 -Yr Target MN 5 -Yr Target MN 10 -Yr Target Collection Metro area Yes, 0. 136 gal. /capita in 2007, 54. 9% recovery of est. generated Gallons/person per year, annual measurement Calculate collection quantities oil & latex 0. 139 gal/ person/yr. (56. 4% of generation, 1. 5% increase) X. XX gal/ person/yr. (XX% of generation) Collection Greater MN Yes, 0. 084 gal. /capita in 2007, 34. 1% recovery of est. generated Gallons/person per year, annual measurement Calculate collection quantities oil & latex 0. 088 gal/ person/yr. (35. 6% of generation, 1. 5% increase) X. XX gal/ person/yr. (XX% of generation) X. XX gal/ person /yr. (XX% of generation) Convenience Service Level, Metro Area Yes, Infrastructure Report (wide variability) Collection sites per capita Survey of collection points Collection Point for every 100, 000 people or less Examine actual % of generation collected and adjust if needed Convenience Service Level, Greater MN, small medium population centers Yes, Infrastructure Report and Experience Collection sites in all small to medium sized population centers of at least 10, 000 people Survey of collection points At least one collection point per Micropolitan Statistical Areas, 10 k - 50 k pop. Examine actual % of generation collected and adjust if needed Service Level Convenience, Greater MN, very rural areas Yes, Experience Periodic collection opportunities in rural areas without permanent collection points Survey of collection points and collection events Collection point or mobile collections in Counties with <10 k population. Maintain service level convenience
Markets Performance Target Do we have a baseline for data? What to Measure? Method (how to get the measure) MN Demonstration 1 -Yr Target MN 5 -Yr Target Non-RCP quality leftover latex paint market 3 Yes ≈60% Non-RCP quality latex in MN (freezing weather) Percent of Non-RCP quality leftover paint that goes to recycling markets, annual meas. Track and report 20% of Non-RCP quality latex to new markets Identify additional markets for Non. RCP quality latex Government Purchase of RCP Yes, less than 1% Percent of RCP purchased by govt. or on govt. projects, annual measure. Survey RCP sellers Establish mandatory government purchasing to achieve 7% all RCP purchases in MN 10% of all RCP purchases in MN Non-Government purchase of RCP Yes, 75, 000 sold gallons in 2007 Increase in RCP purchased by nongovernmental outlets. Survey RCP sellers 5% increase from baseline 10% increase from demonstration level MN 10 Yr Target
