What is Performance Monitoring & Evaluation? • Monitoring – An on-going activity that uses systematic collection of data; on specified indicators, to provide management with an indication of the extent to which physical and financial progress has been made on a planned programme, policy or initiative. • Evaluation – The systematic collection and analysis of evidence on the outcomes of programmes to make judgements about their relevance, performance and alternative ways to deliver them or to achieve the same results. What is Performance Monitoring & Evaluation? cont’d • Results-based Management – A comprehensive, lifecycle approach to management that integrates strategy, people, resources, processes and measurements to improve decision-making and drive change. • The approach focuses on getting the right design early in a process, focusing on outcomes, implementing performance measurement, learning, changing and reporting performance. Introduction to PMES • The Government of Jamaica is implementing a number of initiatives to strengthen results-based management in the public sector through its integrated Managing for Results Programme. • One such initiative is the implementation of a Government-wide Performance Monitoring and Evaluation System (PMES), led by the Cabinet Office, through its Performance Management and Evaluation Unit (PMEU).
Introduction to PMES cont’d PMES is a comprehensive monitoring and evaluation framework that includes an inventory of activities, resources, results, performance measurement and governance information. As a public management tool PMES will be used to improve the way in which Government achieves results by examining outcomes and impacts of projects, programmes and policies.
Introduction to PMES cont’d • The PMES will provide a formal process through which the Government will be able to monitor and report on results. • Support the setting of Government’s broad strategic priorities and ensuring the reflection of these priorities in the plans of MDAs through the development of performance indicators and targets. • Provide the means whereby reliable performance feedback can be ascertained from MDAs.
Introduction to PMES cont’d PMES will focus on: • a more integrated approach to strategic planning and performance monitoring, evaluation and reporting; • consistent tabling of plans, performance reports and evaluation findings before Cabinet and Parliament; and • Providing strategic planning, performance monitoring and evaluation guidance to PSs, HOAs, CEOs and practitioners of all Government organizations
Benefits of PMES • Focus MDAs on the achievement of meaningful outcomes and not operational outputs • Reduce the complexity and reporting workload of MDAs • Enhance accountability and transparency at all levels of government • Better alignment of Business Plans to Budgets • Support key initiatives such as: meeting 2016 fiscal targets, Public Sector Investment Programme and the Public Investment Prioritization Programme • Improved access to multi-lateral grants and loans
The role of the Audit Committees in building M&E Capacity in the Public Sector
Developing a Results Monitoring Mechanism • Audit Committees should assist MDAs in establishing an effective monitoring mechanisms for the policies, programmes and projects that are aimed at creating effective and efficient ways to assess the resources which have been dedicated to these initiatives, as well as to see whether the outputs and outcomes are being achieved.
Developing a Results Monitoring Mechanism cont’d • By ensuring that the organization has the capacity to undertake effective monitoring of the implementation of its projects; • By reviewing the entity’s Strategic and Operational Plans and Audit Plans to ensure that outcomes, performance measures, baselines and targets are identified; and • By ensuring that M&E systems can effectively promote transparency and accountability within the organisation.
Developing a Results Monitoring Mechanism cont’d • By monitoring the efficiency of the organization’s internal control, risks management systems and other non-auditing services such as project management services.
Developing an Evaluation Mechanism • Audit committees can assist MDAs in building evaluation capacity by recommending that entities develop a programme and project evaluation framework with the appropriate tools, techniques and methods/approaches.
Developing an Evaluation Mechanism cont’d • Committees should be aware of the time needed for conducting evaluations, the required financial resources, human resource capacity to undertake the evaluation and maturity of the policies, programmes and projects.
Conclusion • How audit committees can help entities write their M&E story. Ø The findings from monitoring and evaluation activities should be effectively reported; Ø Know the audience and targeting the appropriate information for those audiences; Ø Audit reports present performance data in clear and understandable form; Ø Decide what are the appropriate actions to be taken if performance news is not good;
Conclusion cont’d Ø Ensure that audit reports examine the economy of administrative activities. In accordance with best practices and management practices; Ø Ensure that audit reports look at the efficiency and the utilization of resources such as human, information systems, performance measures and monitoring arrangements.
Conclusion cont’d Ø Ensure that the audited entity documents procedures to be followed that will cure any deficiencies that have been identified and reported; and Ø Ensure that the effectiveness of the entity’s performance is audited in relation to the achievement of its stated goals and objectives.
