Pennsylvania became the model colony. William Penn set an important example for liberty Penn’s vision of his “Holy Experiment” showed how a free society would actually work. Penn proved that people could make laws on their own. He showed how people could learn to tolerate one another peacefully. William Penn believed in the power of free people.
