What Is GDI? Spatial Data Infrastructure (SDI) or Geographic Data Infrastructures (GDI) “… data infrastructure implementing a framework of geographic data, metadata, users and tools that are interactively connected in order to use spatial data in an efficient and flexible way. ” [Wikipedia] “… provides a basis for spatial data discovery, evaluation, and application for users and providers within all levels of government, the commercial sector, the non-profit sector, academia and by citizens in general. ” [SDI Cookbook (2004)] “… a coordinated series of agreements on technology standards, institutional arrangements, and policies that enable the discovery and use of geospatial information by users and for purposes other than those it was created for. [Kuhn (2005)] 5

GDI Working Group. § Unstructured data. § Technical assitance to departmenst/agencies. § Existing data inaccessible. § Assist departments/ agencies to collect data § Data not specific to requirement. § Adopted department concept. § Data was developed specifically for dept used. 25

Expertise § No expertise to develop data. § No expertise to use data. § Lack of understanding on how to share data. § GIS expert left/transferred from agency. 26 § A need to have an expert team in state ti assist department/agency. § Train non transferable officer in GIS. § Short term – appoint contract officers.

Financial § No need for GIS/GDI allocation. § Fund was not allocate. § GDI/GIS is not priority. § No buy-in from management. 27 § Initial cost of developing/collecting data on state lead agency. § Management ‘buy-in’ is a must. § Show result, product or success story of other agency/department. oh jabatan/agensi lain.

Culture • Most agency develop data for their own used. • All of our data is confidential. § We are the trustees of Malaysian Government data. § Sharing information in a transparent manner is not our culture. § Assist department/agency in collecting and sharing data. § We do not want to loose control of the data. § Misuse of shared data is a main concern. 28 § Users must have intergrity & proper documentation/ record of data shared.

Conclusion Criteria for successful geospatial data sharing Win-win situation Define any issue appropriately to gain mutual benefits and understandings Insentif Incentives are necessary for buy-in. The benefits must be perceived as greater than the costs. Champion High level champion or champions are critical. Management must be convinced to secure resources. 29

Conclusion Criteria for successful geospatial data sharing Perkongsian Agreements cannot exist without trust. Must have dialogues to reach consensus. Data Must have digital geospatial data before we can share it. Multiple trusted data sources are important. 30

Starting GDI…? Data § Data must be first develop. § No need very teknikal standard. § Develop data from the same base map. § Make sure same coordinate system. 31 Perkongsian § Start sharing culture/mentality. § Start by sharing data manually. § Start from technical level.
